Brinson, <br />City Clerk & Auditor, <br />Portsmouth, Va. <br /> <br />Dear Sir:-- <br /> <br />You will please call a special meeting of the City Oouncil in the Council Chamber <br /> <br />Monday, July 30th, at 8 o~ctook p. m., to consider: <br /> <br /> 1st. ~An Ordinance to Authorize and direct the execution of a contract between the City <br />of Portsmouth & the Virginia Electric and Power Comps~y to,~pecify the wor~ to be done by <br />the Virginia Electric and Power Compamy under sub-section (D) of Section 14 of the ordinance <br />adopted August 2?th, 1926, by which said Virginia Electric and Power Company was granted a <br />street railway fr~hise in said City, e~ud to relieve said company from any further duty or <br />obligation imposed upon it by said sub-sectton~ a copy of which contract is attached hereto, <br />as a pa~t hereof.! <br /> <br /> 2md. Mayo asked the City Attorney if there is anything in said ordinance and contract <br />which will make null and void any section of contract adopted August 2?, 1~26, except Section <br />1~, Sub-section D. <br /> The City Attorney replied that there is not. <br /> <br /> The City Manager presented the following communication which he had received from the <br />Po~land Cement Association: <br /> <br />I~r. C~ Hanrahan, "Richmond, Va., July 25, 19~8. <br />City Manager <br />Portsmouth, Va. <br /> <br />My dear Mr. Hanrah~u: <br /> <br /> Oomplying with you~ request, I made an investigation of the proposed <br />paving in the street car zone $f some of your streets in Portsmouth, I am herewith suggesting <br />the following reeommendation~ - <br /> <br /> The removal of only such ties as have become deteriorated. The removal <br />of only such concrete that has been used for base that has failed er show~ signs of detetrio- <br />ration. <br /> In talking with you~ engineer, M~. Weaver, I ascertained from him that <br />the rails varied from 5" to 9". O~ those streets where 5" rail was used, I understand it is <br />y~r. intention to p!ac~ concrete slab. This would give you a. slab of thigkness of 5", which <br />tn~o~ess ~s constdere~ good construction where a mix ef 1-~-~ or better ~s used over old con- <br />crete pavement. On the other streets where ?# or 9a tall is to be taken up, this will give <br />yom a concrete base of 5" of a mix of not less than 1-2~-5, and still give you room for 2# <br />asphaltic top. <br /> <br /> ~hile the construction of the replacement of the pavement to be taken <br />up by the removal of these rails would be sufficient to carry the Portsmouth traffic, it should <br />be remembered that this area, being in the center of the street, will receive very little heavy <br />truck traffic, and even though the trunks were assigned this street ca~ zone, you need have no <br />fear of ~fa£1ure of the pavement as constructed in the above mentioned paragraph. <br /> <br /> I do not know how long the street cars have been run over the tracks <br />that are to be taken up, but it would seem to me that the pounding of street car~ over these <br />traok~ for any length of time would have m~de the base so solid that it would be possible to <br />~e a third, er slab on this section th~n in <br /> <br /> <br />
