<br /> The minutes of the regular meeting September llth were read and were approved.
<br /> The following communications were read from the City E~nager:
<br /> 1st. "I beg to announce
<br /> the ~ppointment of L. C. Warren to the substitute police force." On motion, the notice was ordered to be filed.
<br /> 2nd. "In accordance with ordinance of .the Oity 0ouncil for return of ~ees collected for
<br /> highway work, will you please credit fees collected from May 1st to August 31st~ 1928, as
<br /> follows:

<br /> 3~d. "I am herewith submitting report on the recent fires at the 0ity Ball and the Park
<br /> ~i~w Eire Engine house.
<br /> On AugUst 2nd, there was a fire at the 0ity Hall. The Building Inspector went over
<br /> the matter with me thoroughly and accor_ding to custom, the 0ity selected an appraiser and the
<br /> fire insurance companies selected an appraiser. The amount of $2515.23 tO cover the damages
<br /> was agreed upon and was approved by the Building Inspector snd myself. Specifications were
<br /> drawn for the necessary repairs; bids received snd contract ~w~rded s~mounting to $925.00.
<br /> inspected the work yesterday and though it had not been complete~, I believe the damage will
<br /> be satisfactorily repaired.
<br /> On june 20th, lightning struck the ~elfry of the Park View fire engine house and
<br /> d~maged it to the extent of $215.00 and the insurance companies adjusted the claim in this
<br /> amount.
<br /> The total amount of $2Y90.93 has been received from the insurance companies
<br /> i~4~ both fires .and has been placed to the credit of the General Fund of the City. I am asking
<br /> that an appropriation of $1500.00 be made to pay for repairs to the two stations u~oon complet-
<br /> ion and also to take c~re 'of other minor repairs much needed at the fire stations.,
<br /> On mot~ion of ~r. Oust, the communication was laid on the table until the next ~eg~lar
<br /> meeting of 0ouncil.

<br /> By way of explanation, I will state that the appropriation for night soil removal
<br /> was $12,700. in 1927 and $10~O00. mn 1928. The approprmat~on for water at the 3aml for 19
<br /> was $~00. and the same for 1928. $2200. was appropriated .for d~ugs in 1927 and $2000. ~fo.r.1928~_
<br /> $~00] was appropriat.ed for burial' of pauoers in 1927 and the~ same in 1928. The appropriation
<br /> for auto su_oplies, omls, gasoline was $61500. for 1927 and the same for 1928.
<br /> We had hoped we could g.et by on the ~ppropr~atlon for nmght soil tn~s year thmnkm g
<br /> p~s~smbly' that the new sewer o~nnections would oau~ us to spend less, but it seems as. if it~ has
<br /> not worked that way. However, our new rate of 32½ cts. which began August 1st, agamnst 37~ cts.
<br /> will help out during the remainder of the year. Dr. Roper has made a close check on this
<br /> ~hrough his assistants and we are in hope that the mdditional appropriation of $2,000. which
<br /> will then be' $?00. less tb~n last year, will be sufficient.
<br /> With reference to the water at the city ja/_l, I discovered that the plumbing at the
<br /> jail was in very b~d shape; had been fixed by local plumbers from time to time. I have had
<br /> both .~r. Davis,. Su~t. of the Water Department and Mr. West, Plumbing Inspector, make a thorough
<br /> in~ection of the jail a~d~have purchased necessary'parts from the Pauly Jail Building
<br /> ~ and our bills are now considerably smaller, than they have been. This appropriation z~o doubt
<br /> i went .over the specified amount on account of the unnecessary use of water, which I have stopped
<br /> and especislly on account of leaks.
<br /> The use of d~ugs and the burial of~ paupers, as you can readily see, are matters
<br /> beyond our control.
<br />
<br /> In regard to the automobile supplies, oils and gasoline, which includes all depart-
<br /> ments- Public Service, Police, Fire, etc., will state that increased service means more gasoline.
