<br /> At a meeting of the State Legislature in 1928, the salaries of Judge ~gnite of
<br />the Circuit 0curt, and Judge Bain of the Hustings Court, were increased, making it necessary
<br />for an additional appropriation from the City of portsmouth as follows:
<br />
<br /> Judge ~nite's Salary:
<br />Additional salary from June 20, 1928, to January 3l, 1929 .................... $ 4~4.58
<br />Increase in Salary for the Year beginning February l, 1929 ................... ..
<br />Tots~l increase from 0ity of Portsmouth for Judge ~nite's Salary .............. $ 716.26
<br />
<br /> Judge Bain's Salary:
<br />Additional Salary from June 20, 1928, to January 31, 1929... 275.O0~50-00
<br />Total increase Judge Bain~s Sslary to be paid by the City of Portsmouth ...... $ 725.00
<br />
<br /> As this money will have to be paid into the 9tate treasury not later than Decem-
<br />ber l~.l~2~, it is necessary ~or the Council to make a special appropriation for this purpose~

<br />of citizens for a continuance of your appropriation to the Norfolk-Portsmouth Advertising~Und.
<br /> ~e feel that money spent through this source is by far the most effective method
<br />of ~dvertising for this city and section, ~ud believe that during the past three years every
<br />advs~utage that we possess has been p~operly presented to the entire country.
<br /> Many evidences of the effectiveness of this kind o~ ~dve=tisement are before us,
<br />and we are firmly convinced that this section, and especially the city of Portsmouth, has re-
<br />ceived far more than our proportion of such benefits.

<br /> During the past three years the foundation has been laid, and by a continuance
<br />of your liberal appropriation we can reasonably expect greater benefits in the near future
