<br /> The minutes of the regular meeting October 9th were read ,and were approved.
<br />
<br /> The following communication: was read from the City Manager:
<br />
<br /> 1st. "I most respectfully report the following relative to the annual convention of the
<br /> League of Virginia Municipalities which meet in Newport News on October l?th and 18th. Mr.
<br /> Brinson and I attended the sessions which were largely attended by offioials from cities
<br /> throughout~he state, including members of Councils, Mayors, City Managers, accountants and
<br /> others delegated by their respectiv~ bbdies.
<br />
<br /> It was one of the largest sessions the League has ever held and many subjects
<br />were handled which were interesting and enlightening. The League, as you know, is doing its
<br />work well, and is, to my mind, a valuable organization to the cities and towns of our State.
<br />The gas tax matter was taken up and discussed thoroughly and resolution passed authorizing
<br />report to be brought in before meeting of the Legislature urging allocation of part of the
<br />~gas tax to ~he cities. Another important matter which was discussed, on which I expect to
<br />get further information, was the matter of methods of assessment on real estate properties.
<br />This matter was ~oproached and gone into thoroughly and some splendid reports were given
<br />along this line. The League is growing and I believe its continued usefulness is assured,
<br />even to a higher degree than heretofore.,
<br />
<br />On motion, the report was ordered to be filed.

<br /> The following ordinance, which~had been placed on first reading by Council October
<br />9th, was taken up and read:
<br /> AN ORDINANCE AUTHORIZING THE BORROWING OF ONE HUNDRED AND SEVENTEEN
<br />THOUSAND AND FIVE HUNDRED DOLLARS, IN ANTICIPATION OF THE REVENUE FOR THE YEAR 1929, AND PRO-
<br />VIDING FOR THE ISSUANCE OF NOTES THEREFOR.

<br />Gentlemen:-
<br />
<br /> At your last meeting~you referred to me a request of the City Realt~ Corporation
<br /> to have refunded the sum of $~2.o~ for taxes paid for the years 1922, 1923, 192~, and 1925 on
<br /> an assessment kno~vn as 814 King Street, and to have the following taxes relieved against
<br /> ~said property: 1926 $25.14, 1927 $25.Y3, and 192~ $22.92.

<br /> I find that 'the property 814 is ~ lane with a garage at the end of the same. The
<br /> property has never been owned by the City Realty Corporation and it should not be assessed with
<br /> taxes on the same. The City Realty Corporation simply has an easemsn~ over the lane, which is
<br /> limited to the right of ingress and egress, and it appears that this right was granted only
<br /> by one of many heirs. Hence I believe it should be relieved of the taxes for the years 1926,
<br /> 1927, and 1928, and probably as a matter of fairness refunded the sum of $~2.67 paid for the
<br /> years ~922, 1923, 1924, and 1925.
<br />

<br />Map Book 1LDage 18. While it appears to me that the lane belongs to the estate of the said
<br />F. J. Friedlin, yet the O0mmissioner iH Chancery in the suit of Blanche I. Friedlin v. Roma
<br />~. Friedlin, pending in the Court of Hustings for the City of Portsmouth expresses doubt as
<br />to whom it does belong. It seems to me that the best thing for the Assessors to do in the
<br />future is to absorb its value in the adjoining l~nd, instead of making it a separate item.
<br />As a separate item no one will have any incentive to pay taxes on it, yet it is of value to
<br />the land which it serves.

<br />and 1928, and that ~he Commissioner of the Revenue~be requested to re-assess this property
<br />against F. J. Friedlin estate for the years mentioned.
