<br /> prohibiting the erection cf p~mps, tanks, and similar equipment for the storage cf gasoline,
<br /> ell and other liquid substances in the streets of the City of Portsmouth.

<br />The following report was read from the City Attorney:

<br />"Portsmouth, Va., Dec. 11, 1928.

<br />Dear Sir:~
<br />
<br /> At your last meeting you referred to me the letter from Mrs. Lillie Edna Powell
<br />requesting a refund on 1926 and 192Y taxes on property at the corner of Evergreen Place and
<br />Lincoln Street. The facts in the case are very complicated, but are correctly set forth in
<br />the letter from Mrs. Powell. The Assessors of 1~25 placed a value of $~00 on the house now
<br />owned by Mrs. Powell, and a $15OO value on the house at the opposite corner. In making the
<br />transfer Mrs. Powell was given the $1500 house with one lot value, and the other owners were
<br />given the $600 house with four lots value. Mrs. Powell was charged on a value of $600 more
<br />th~n she should have been charged ,with. The assessment was corrected for 1928. She paid
<br />$15.OO on 1~26 taxes more than she should have been charged with, and ~s entitled to a relief
<br />of $16.20 on the 192y taxes, which have not been paid. The taxes on the house and lots on
<br />the opposite corner have been all paid, and ~the property has passed in the hands of a bona
<br />fide purchaser for value, and I do noZ believe its assessment .could now be changed.

<br /> Mr. Cast mo~ed that a special appropriation of $15.O0 be allowed to re~.undMrs. Powell
<br />for taxes paid in error on property at the corner of Evergreen Place and Lincoln street f$~r
<br />the year 1926 and that she be relieved from the payment of $16.20 taxes on said property for
<br />the yea~ l~2y. The motion was adopted.
