<br /> The following ordin~nce, which had been placed on first reading by Council November 2?th,
<br />was taken up and read:
<br /> AN ORDINANOE AUTHORIZING THE BORROWING OF THREE HUNDRED THOUSAND DOLLARS
<br /> IN ANTIOIPATION OF THE COLLECTION OF THE REVENUE FOR THE YEAR 1929, AND PROVIDING FOR THE
<br /> ISSUANOE OF A NOTE THEREFOR.
<br />
<br /> On motion of Mr. White, the ordinance was adopted and by the following vote:
<br /> Ayes-- Brooks, Maupin, Mayo, Oast, Stewart, White, 6.
<br />
<br /> The following ordinance, which had been placed on first reading by Council November 2?th,
<br /> was taken up and read:
<br /> An Ordinance Authorizing the Borrowing of Six Hundred Thous~ud Dollars,
<br /> In ~uticipation of the Collection of the Revenue for the Year 1929, and Providing for the
<br /> Issu~uce of a Note Therefor.

<br />On motion of Mr. ~hite, the or~dnance was laid on the table.
<br />
<br /> The following ordinance, which had been placed on first reading by Council December llth,
<br />was taken ~p ~ud read:
<br /> AN ORDINANOE TO PROHIBIT THE ERECTION OF PUMPS, TANKS, AND SIMILAR
<br />EQUIP~LENT FOR THE STORAGE OF GASOLINE, OIL AND OTHER LIQUID SUBSTANOES IN THE STREETS OF THE
<br />CITY OF PORTSMOUTH.
<br />
<br /> Mr. Mayo moved that an emergency clause be added to the ordinance. The amendment was
<br />adopted.
<br /> Then Mr. Stewart moved that the ordinance be ~dopted, as amended, and same was ~do~ted,
<br />as amended, and by the following vote:
<br /> Ayes-- Brooks, Maupin, M~yo, Oast, Stewart, White, 6.
<br />
<br /> The following ordina~nce, which had been p~laced on first reading by Council December 18th,
<br />was taken up and read:
<br /> An-Ordinance for Imposing and Collectin~ Taxes on Real Estate, Tangible
<br />Personal Property, and Machinery within the Limits of the City of Portsmouth, Virginia, for
<br />the Purpose of P~ising Revenue for the Support of the Government and the Public Free Schools,
<br />and to Pay Interest and Sinking Fund on the Public Debt, for the Year Beginning January 1st,
<br />
<br /> On motion of Mr. Stewart, the ordinance was continued on the table until the last regular
<br />meeting in January.
<br />
<br /> The following ordinance, which had been placed on. first reading by Council December lath,
<br />was taken up and read:
<br /> AN ORDINANCE IMPOSING A LICENSE TAX FO~ THE CITY OF PORTSMOUTH, VIRGINIA,
<br />FOR THE YEAR BEGINNING MAY let, 1~29.
<br />
<br /> The City' Attorney recommended that Section 5, "Architects, ~urveyors, and Engineers," be
<br />amended to read as follows: #Each architect, surveyor, electrical engineer, mechanical engineer,
<br />contracting engineer, and consulting engineer, $31.O0. Not pro-rated." ~- ~
<br />
<br /> On mozion of Mr. Cast, the amendment recommended by the City Attorney was adopted~
<br />
<br /> The City Attorney recommended that the following paragraph in Section 9 "Automobiles,
<br />Wagons, Etc., Using Streets of City," be struck out, as s~me is non-ooerative: "Each $itney
<br />with seating capacity of 6 or less, $Y.75 per o~arter; more th~n 6 bu~ not over t0, ~10.25 per
<br />qaarter; over 10, $12.75 per quarter. This license shall only be issued Cuarterly. Parties
<br />operating jitneys can not use.the same as 'For Hire Automobiles' and must display-sign ~howing
<br />route. This paragraph.does not apply to ~itneys operating under-the 'term of consent' ordinance
<br />adopted July 5, 1~23."

<br />On motion of Mr. Stewart, the amendmen~ recommended by the City Attorney was adopted.
<br />
<br /> The City A~terney recommended that the following p~ragraph in Section l~ "Canvassers and
<br />Vendors," be struck out, as same is nob*operative:. "Each and every person, firm or corporation
<br />selling direct to consumers by sample, card or representation, or taking orders for delivering
<br />of $3.oosame,pereXCePtds~.. from merchants or other persons located in the City and dealing in such articles,
<br />
<br /> On motion of Mr. Stewart, the amendment recommended by the CityAttorney was adopted.
<br />
<br /> ~"~he City Attorney Mecommended that ~he following paragr~nh in Section 22 "Contractors,"
<br />be struck out: "Any person, ~rsons, real estate agent or owner, who is engaged in the business
<br />of building, remodeling or repairing~ whether it is by day labor, contract or sub-let, $26.00;
<br />a~d same shall apply to each and every branch of the said building tr&de$ -qnl~ss otherwise taxed.~
<br /> Mr. Cast moved that the recommendation of the City Attorney be a~op~ea.
