<br />1929 Budget the quota for Portsmouth in The Norfolk-Portsmouth Freight Traffic Commission
<br />and The Norfolk-Portsmouth Advertising Fund~ and,
<br /> WHEREAS, This matter is of vital value to this comm~mity as a whole,
<br /> THEREFORE, BE IT RESOLVED, That Portsmouth Post No. 37, of The American Legion, do urge
<br />and petition the Portsmouth City Council to reconsider its adverse action and replace the
<br />above items in the Budget for 1~2Q

<br /> "WHEREAS:. ,ne Ozty Council has decided not to make provision in its budget for 1929 for an
<br />appropriation to support the Norfolk-Portsmou~th Advertising Fund, and
<br /> WHEREAS: The Portsmouth Chamber of Commerce, while realizing the need faced by the Coun-
<br />cil to reduce municipal expenses wherever possible, has been in a position to observe some of
<br />the beneficial results obtained in the past from advertising so. secured, and.
<br /> WHEREAS: The continuation of advertising through this agency, even though not Supported
<br />by the municipality of Portsmouth, will result beneficially ta Portsmouth, now therefore
<br /> BE IT RESOLVED: By the Board of Directors of the Portsmouth Chamber of Commerce that
<br />this organization respectfully com~nend to the City 0ouncil the suggestion that it reconsider
<br />its decision to withdraw support from the Norfolk-Portsmouth Advertising ~nd and that it
<br />appropriate for ~hm~ year the city's Droportionate part of the fund.

<br />of Portsmouth by R. 0. Barclay, the City Attorney, the Commonwealth 2f Virginia by R.~B? $1bert-

<br />Portsmouth, Virginia, and the Court, after hearing evzaence, oezng
<br />of 192~ has released all liens upon real estate and taxes and levies due smd pay~ole to the
<br />Oommonwealth of any politics~l subdivision thereof, prior to the 10th day of July, 1902, doth
<br />order released the liens of the City:taxes assessed against the lot listed in the n~me of the
<br />Kate M. Palmer estate and n~umbered 238~ the house being numbered 619 on the south side of
<br />London Street, as shown on the land Docks of the City of Portsmouth for the years 1891 and t893.
<br /> And the Oourt from the evidence taken being of the opinion that the Oity taxes charged
<br />against the~said estate for the years 1901, 1902, 1903, and from 1906 to 1924, both iDctuSive,
<br />a~e assessed in the name of Kate M. Pal~er estate but should have b~en assessed again~t[J~ames
<br />N. Andersan, as life ~enant, and the sazd James N. Anderson having aied on April
<br />the life te~uancy bein~i thus ooncludedf it i.s ordered that the said proper~y be de~l~r~d~is~h~gj
<br />ed of all liens for said years, and the same cancelled on the records of ~he City om ~or~smoumn~.~
<br /> And the 0ottrt, from the evidence taken being of the further opinion that the State taxes
<br />charged against the said property on the record of Delinquent Taxes in the Clerk's Office
<br />the Court of Hustings for the year 1902 and for the years 1906 to 1926, bot~ inclusive, in the
<br />name ~f Kate M. Palmer estate were assessed during the life tenancy of the said James N. Ander-
<br />son, and are not liens on said property in the hands of the remainderman or their successors
<br />in title, doth order that the said property be released from tax liens for the year 1902 and
<br />for the_years from 1906 to 1926, both inclusive, a~ud that the Clerk of this Court do mark the
<br />same oa~elled on said record and do certify a copy of this order to the City Council and to
<br />
