<br />~nd the following: There was assessed to Joseph A. Guthrie for 1925, lots
<br />~ block 2, West End Park View, and for 1926, 192~, 1928 13 ,lots numbers 8 to
<br />~rman Cassell, Trustee, later sold under a deed thirteen lots under a deed
<br />Doughty, but which sale did not include lot 20. ~r. Brinkley then paid taxes
<br />.d 1927 on tots 8, 9, 10, ll, 12, 13, 14 and 20 in block 2 and Mr. Doughty
<br />8 on the same property. It was not their intention to pay on lot 20, smd I
<br />ieiCity_9oll~tg~ the_t.ax~ on this lot was paid by mistake. For this reason

<br /> In regard to the letter from ~ax Kramer asking for a refund of $3.98 for ta~es
<br />paid on a building assessed at $150 on lot 30 block 26, Brighton, from the best information
<br />~hich I have been able to receive the building was removed from the lot prior to January l,
<br />1928, and the taxes should be refunded. The Commissioner of the Revenue has corrected his
<br />assessment for 1929.

<br /> On motion of Dr. Dunford,.the recommendation of the%A%tcrne~was concurred in ~ud a soecial
<br />appropriation of $3~98 allowed to make the refund.

<br /> The regular reports-of the City Treasurer, City Collector, and Oity Auditor for the months
<br />of November ~ud D$oember, 1928, which had been approved by the City Manager, were presented
<br />and were ordered to be filed.

<br /> The following communication and resolutions were read:

<br />Portsmouth, Virginia.
<br />
<br /> WE, as citizens of Portsmouth and as bankers keenly regret that you gentlemen have deemed
<br />it unwise to continue the appropriations which the City has been making toward the support
<br />of The Industrial CommisSion, The Freight Traffic Bureau and The Advertising Fund. We feel that
<br />these three Oommissions have been of great help to the oommunity,~ and that the citizens of Ports-
<br />mouth may suffer seriously if Portsmouth does not continue to support this work.
<br />
<br /> Believing that all our citizens are vitally interested, and that, therefore, our various
<br />banking institutions will suffer unless these appropriations are continued~ we ask, if it is
<br />possible, that you gentlemen re~c6nsider this matter ~ud under satisfactory conditions continue
<br />the support of these Oommissions.
<br />
<br />Allthe banks of the City have renewed their~rsubscriptions which they have been paying
<br />
