merce asking the Council to continue the appropriations toward the support of The Industrial
on the table by Council until this meeting, on motion of Ur. Cast, were ordered to be filed.

~Portsmouth, Va., Dec.
Honorable City Council,
Portsmouth, Va.

Gentlemen:

In reference to two communications from the City Collector referred to me at your
last meeting, I f~nd the following: There was assessed to Joseph A. Guthrie for 1925, 14 lots
numbers 8 to 21 i~ block 2, West End Park View, ar, d for 1926~' 1927, 192~ 13 lots numbers .8 to
20 in block 2. Normam Cassell, Trustee~ paid on lots 15, 16, l~, 18, and 19. Harry A. Br~nkley~
Trustee, later sold under a deed thirteen lots ,&uder a deed of trust to L. C. Doughty, but w?nich
sale a~a not include lot 20. Er. ~rznkley then paid taxes fo~ 192~, 1926, and 192Y on lots 8,
9, lC, ll, 12, 13, 14 and 20 in block 2 and Mr. Doughty para taxes for 1928 on the ssme p~oper~y..
It was not their intention to pay on lot 20~ and I understand from the City Collector the taxes
on this lot was~aid by mistake. For this reason the City OollectOr is asking that Mr. Brinkley
be refunded $2. for 1925, $7.50 for 1926, and $8.10 for 1927, and that Ur. Doughty be refunded
$7-95 for 1928. The above ~mounts are correct and I can see no reason why the refunds should
not b~ _made. The City Collector stated she would call in the receipts and place the charge
back on her books for lot 20 which is still owned by Joseph A. Guthrie.

U~
Yours very tr

R. C. BAR~AY."
