<br /> The President announced the death on January 12th of L. G. White, a me~£oer of the Council,
<br />and he Mud each member of the Council spoke eulogizing Mr. White as a citizen smd as a member
<br />of the Council. He appointed E. W. Maupin, Jr., 3. Alden 0asr, and J. R. Stewart as a Co~=nittee
<br />to bring in resolutions of respect at the nexz meeting of Council.
<br />
<br />The minutes off-the regular meeting J~nuary 8th were read and were approved.
<br />
<br /> The following communications were read from the City Manager:

<br />2nd. "I hereby am~uounae the promotion of M. A. Morecock to the position of Captain in

<br />mo be effective from January 16, 1929.~ ' '

<br /> 3rd. "On recommendazion of the Chief of the Fire Department, I hereby announce the appoint-
<br />ment of T. L. Hoffler as C~otain in the Fire Department, vice J. H. Montcastle, r~signed, and
<br />the %opointment of W. Wi Alexander as hoseman in the department to fill the ~acancy created by
<br />the promotion of Mr. Hoffler.
<br /> Both of these appointments are effective January 19th, 192~."

<br /> 4th. "Er. L. C. Doughty has presented to me the following proposition for consideration
<br />by the City.
<br />
<br /> He proposes to b=ild at least ten houses on lots ~' ~a ~21 inclusive on block ~2
<br />of the plat of West End, Park View, which plat is duly recorded. The lots front ~'40' more or
<br />less on the south side of Bradford Terrace between Guthrie Ave. and Scott's Creek. Mr.Doughty
<br />states to me that in order tO make the property accessible and suitable for occupancy, it will
<br />be necessary to g~.tter~ curb and lap- sidewalk'along the south side of Bradford Terrace, he to
<br />curb, gutter and lay concrete sidewalk along SOuth side of Bradford Terrace according to the
<br />general ~lans of curbing and guttering of the City and to the specifications of the City Engineer
<br />to cost approximatel~ $832.00, proviaed the city will give its Oermission mud agree to reimburse
<br />him for the cost of zne curbing and guttering smd one-half the ~ost of the sidewalk, payment to
<br />be made when the work is finally, approved by the City Engineer and City Manager and ~hen the last
<br />of the ten houses is completed.

<br /> I have given this matter consideration, have been out there and looked over the
<br />property, which fronts on the.water, and it appears to me that Mr. Doughty's proposition should
<br />be acceptable to the City. He will build up 4~.~0 ft. of unimproved property which will greatly
<br />improve that section and will add to our taxable values by approximately $35,000.00.~
<br />
<br /> On motion of Mr. Oast, the communication was laid on the table and the City Manager was
<br />~nstructed to prepare a general plan for the City's proportion of the cost of curb and gutter
<br />and sidewalk improvements.

<br />UNFINISHED BUSINESS

<br /> The following Ordinance, which had been placed on first reading by Council December 18th
<br /> and laid on the table December 2~th until this meeting, was taken up and read:
<br />
<br /> AN ORDINANCE FOR IMPOSING AND COLLECTING TAXES ON REALESTATE~ TANGIBLE PERSONAL PROPERTY,
<br /> AI{D ~ACHINERY WITHIN THE LIMITS OF THE CITY OF PORTSMOUTH, VIRGINIA. FOR THE PURPOSE OF RAISING
<br /> REVENUE FOR THE SUPPORT OF THE GOVERNMENT AND THE PUBLIC FREE SCHOOLS, AND TO PAY INTEREST AND
<br /> SINKING FUND ON THE PUBLIC DEBT~ FOR THE YE.CE BEGINNING JANUARY let, 1929.

<br /> On motion of Mr. Stewart,_the ordinance was adopted, and by the following vote:

<br /> The following resolution, which had been placed on the table J~uary 8{h until this meet~
<br /> ing, was taken up and read:
<br /> Wi~AS, the Virginia Electric and Power Company entered into a
<br />certain contract with the City of Portsmouth bearing date on the 30th day of July, 1928, whereby
<br />it agreed to pay unto the City the sum of $?1~000 for the re-paving of certain streets in the
<br />City to be disturbed ~pon the removal of the tracks of said compe~y, which s'mm is to be paid
<br />upon monthly estimates as the work progresses.
<br />
<br /> AND WHEREAS, the City has contracted with one F. J. ~cGuire to perform certain portions
<br />of said work, Mud he also to be paid upon monthly estimates as the work progresses.
<br />
<br /> NOW, THEREFOHE, BE IT RESOLVED by the Council of the City of Portsmouth that the City
<br />Manager°[s hereby authorized and directed to pay unto the said F. J. McGuire the sums of money
<br />reguired monthly to be paid to him under the terms of said contract, not to exceed in the ag-
<br />gregate~ however, the sum of $~0 000.00, out of funds received from the Virginia Electric &
<br />Power Company.~ ~
