<br />the Borrowing of Six Hundred Thousand Dollars, in Anticipation of the Collection of the Revenue
<br />for the Year 1929, and Providing for the IssUance of a Note Therefor.'

<br />L. GEHRMANN ~HITE
<br />
<br />Born in Wln~,~all, North Oarolina, on January 24th, 1888.
<br />
<br />Died in Portsmouth, Virginia, on January 12th, 1929.
<br />
<br /> He came to this OlSy in 1900 and received his early education in our Public Schools. Upon
<br />graduation there, he matriculated at Trinity Oollege at Durham, N.C., from which he graduated
<br />with the degree of Bachelor of Arts. Immediately following he accepted a position as Assistant
<br />Principal of the Port~smouth High School, where ~e remained until the outbreak of the Mould
<br />~ar~ at which time he enlisted in the United States Nary'in the Pay 0orps with the rsm~k of
<br />P~yma-ster, After the war he was honorably discharged from the Navy and since that time has
<br />been engaged in business pursuits in this Oity.
<br />
<br /> On September let, 1920, he was elected by the people to the City Council of Portsmouth,
<br />where he served continuously up to the time of his death, having had the honor of filling the
<br />position of President of that body and ex-officio Mayor for the period from September let, 192~,
<br />to September let,' 1926.
<br />
<br /> Few men have served a community with such ability, loyalty an~ devotion, and few have won
<br />and fully merited such respect and esteem of their fellow citizens. He was possessed of a quick,
<br />penetrating intellect, a conservative judgement and an evenness of disposition which were re-
<br />cognized and azhmired by all who knew him.
<br />
<br /> We, of the Oouncil, who were bound to him 'by ties of friendship, take this occasion to
<br />express our grief at his sudden demise, and to commend his life to our fellow citizens as an
<br />example well worthy of emulation.
<br />
<br /> We profoundly sympathize with the stricken family of the deceased in their afflic2ion,
<br />sharing their sorrow and bearing testimony to his virtues and worth.
<br />
<br /> The 0ity Clerk is directed to spread upon the minutes of this Council these reso[utlcns
<br />~s an humble tribute to the memory of our colleague and friend, and to furnish copies ~ the
<br />family of the late Councilman L. Gehrmann White and to the local papers.

<br /> The following ordinance, which had been placed on first reading by Council November 2?th,
<br />was taken up and read:
<br /> AN ORDINANCE AUTHORIZING THE BORROWING OF SIX HUNDRED THOUSAND DOLLARS,
<br />IN ANTIOIPATION OF THE OOLLEOTION OF THE HEVEN?JE FOR THE YEAR1929, AND PROVIDING FOR THE
<br />ISSUA/~OE OF A NOTE THEREFOR.

<br />On motion of Dr. Dunford, the ordin~uce wam adopted, ~ud by the following vote:
<br />
<br /> Ayes-- Brooks, Dunford, ~upin, Mayo, Oast, Stewart, 6.
<br />
<br /> Mr. Maupin moved that the Council go into the election of a Councilman to succeed Mr. L.G.
<br />White, deceased. The motion was adopted.
