<br /> I have oh, eked up on the average assessment of private automobiles paying personal
<br />property tax aud I find that the average approximate value per car is $225.00.
<br />
<br /> You can readily see thatthe proposed flat rate means a saving to car owners who
<br />have heretofore carried the tax burden and it gives a proper distribution of the tax.
<br />

<br /> In behalf of our clients, Robert L. Shea, and other residents and property ownershiP,siding
<br />in the territor~ affeotedby the establishment of ~ physical connection by a bridge between the
<br />Shea Farm and Fmfth Wa~i(~ow Mar,hall Ward), in the 01~y of Portsmouth, Virginia, which was
<br />provided for in the'dec~eeo~ .annexation by the Supreme Cour~ of A~peals of Virginia, entered
<br />on the 26th day of Maro~'~l~lg, we are writing to request that action will &2 once be taken
<br />hy the COuncil, to build a bridge over Scotts Creek for pedestrians and vehicles, connecting
<br />the Shea Farm with Marshall Ward, so that the same will be cqmpleted within a reasonable time
<br />from the date of this communication, and that you will within thirty days from the receipt of
<br />thl~; advise us whether or not you will build the bridge. This is the third communication
<br />concerning the bridge. ·

<br />of cost, and to the Oily Attorney for-legal opinion on the liability of the Oi~y ffor..constr~ction
<br />of such a bridge.

<br /> "To the Council of the City of Portsmouth, Virginia:

<br /> · e, the undersigned, being.property owners of the ~ity of Portsmouth, Virginia, now owning
<br />re~l estate and some of us resi~mng in the square bounded by Holladay Street on the North, by
<br />Elm Avenue on the East, by North Street on the South and by Armstrong Street on the West, in
<br />the said City; hearing that Certain property in the said s~re, facing on the North side of
<br />North Street, is contemplated to be sold to persons of African descent; and finding, on inves-
<br />tigation, that the restrictions placed on the s~id property with reference to its sale to persons
<br />of African descent, expire in 1930; and believing that such a sale at that date would greatly
<br />reduce the value off all of the real estate in that neighborhood; respectfully reouest the Council
<br />to make such zoning restrictions as will prevent the said real estate from being sold to persons
<br />of Afridan descent.
