<br /> man would then have an up-to-date statement posted up through the day of the Council meeting,
<br /> of the complete standing of the City at the time of the meeting.

<br /> My opinion is that there should be no secret in government. Our assets should be figured
<br /> for a conservative appraisal as of this year, with liabilities placed as they actually exist
<br /> and an inveAtory of the entire properties of the City of Portsmouth should be made at this
<br /> time. A complete financlal statement should be .made from this and kept up daily, available
<br /> in a readable mn.nner, not onlz for the information of the City offici~ls, but for any citizen
<br /> who may be interested. I am s~ure it mould prove healthy to the public mind to know that this
<br />I'
<br /> information was available each day. I am sure it would greatly aid me in my work as city
<br /> man,get to improve the service to the citizens to have this information daily and a budget~
<br /> report taken from the books at the close of each day's business to give me the budget and
<br /> financial information necessary. ! will then know each day that all the Work was up to date
<br /> and in order by the report furnished me. Should I fail to get the report, I would know that
<br /> something needed i~vestigating. At your regular council meetings, twice each month, you could
<br /> also have the information as previously outlined. I believe it will aid wonderfully in re-
<br /> duoing operating costs. The mm. tter of checking costs and getting proper productaon is a big
<br /> item in city work or any other business. It would give to you as councilmen more information
<br /> about your government, which would keep you well informed at all times on all items and place
<br /> you in a position, I believe, to better a~minister the affairs of your city.

<br /> other metal, or any other building material, or who shall accept contracts to do any paving
<br /> or curbing on sidewalks or streets, public or private property, using asphalt, brick, stone,
<br /> cement, wood or any composition, or who shall accept an order or contract to excavate earth,
