Brinkley, smd the Messrs. <br />spoke on the ordinance. <br /> On motion of Mr. Maupin, the ordinance was <br /> <br />Russo, Mr. A. Levitin, and Mr. $. T. Hanger <br /> placed on first reading. <br /> <br /> ~th. ,Following the sugSestion of the president of the City Council that the City Mauager <br />write Mr. Sqott~the accountant,~and have him give recommendation as to what he thinks should <br />be done in the City of~ortsmouth and inform the Council, I have taken the matter up with~ ~r. <br />Scott who has suggested to me to get authority fro~ the Council for a detailed survey showing <br />all proposed or suggested changes; said report to be submitted to the Council and after they <br />have adopted and authorized such changes as approved by the 0ouncil and myself, then to go <br />ahead with the installation. He says that this survey would ~ke about a week and should .it <br />be made, it would be understood it would be a part of the cost of installation. <br /> The_survey will be made and detailed reports showing charts, etc., of the changes <br />recommemded, and before the actual work of installing the system, the Council and myself will <br />have to ~ppreVe the changes or such portion of them as we ~eem~advis~ble- this authorization <br />should be given before the actual work.of installation begins. Ne states it would t~ke two <br />men about a week, if not longer, to m~e this survey and copies of the report with charts,'eto. <br />and it would incur too much expense for them not to make any charge for such a survey, in case <br />the installatio~ was not authorized. They are perfectly willing to make a survey with the <br />understanding that the cost would be deducted from the cost of the installation, should the <br />installation be ~de. He states, however, that in event the Council did not install the system <br />or go any further than having a survey made at this time, they would make as reasonable price <br />as possible for the work and it w~uld net cost over four or five him~red dollars- five hundred <br />at maximmm, and of course, should the survey be made, thisamount would be deducted. He makes <br />a ftuvther statement that the'survey would be very important and would furnish an interesting <br />report for the city authorities on account of the unusual value of information and would be a <br />reference record for sometime to come." <br /> <br /> On motion of Dr. Dunford, the communication was laid on the table.. <br /> <br />UNFINISHED BUSINESS <br /> <br /> The following communication from the City Mans~er, which had been laid on the table until <br />this me,ting, was taken up and read: <br /> <br />Honorable Oity Oouncil, <br />Portsmouth, Va. <br /> <br />"April 23, 1929. <br /> <br />Gentlemen:- <br /> I respectfully recommend that the parked area on Washington St. between Nigh and <br />County Sts. be paved ~ith asphalt w~th concrete base. In recommending this, it is necessary <br />that d~vainage be considered in order to take care of the additional burden put on the present <br />cLvain ~y the run-off from the large ~eof ameas of the Buildings in that vacinity and possi~le <br />new buildings which no doub~ will be erected in the future, which will make storm conditions <br />worse on Washington St, at NinE, High and Q~eem sts., during extraordinary rains. <br /> It will therefore be necessary that an ~ppropriation of $15,000. be made to take <br />care of these cLrainage conditions and also to pave the parked area. This corner has been in <br />bad shape for a good many years and'I believe the work should be done at this time. The present <br />30" terra cotta pipe drain extends from Nigh and Washington to the creek north of Hampton Place. <br />Itis proposed to construct an additional concrete pipe from a point north of High St. to the <br />creek north of Hampton Place. The total length of this new drain will be ~pproximate~y 1~O0 ft. <br />It will be cross-connectedwith the present drain at Several points with 36~ pipe. Six mau- <br />holes and the necessary c~tch basins will have to be cons. trusted in connection with this project. <br />T~e proposed drain will be constr~cted in the gr~ss plots, therefore eliminating the necessity <br />oz cutting up either the existing sidewalks or the existing pavements except at the intersections <br />with o=ossstreets. There is a balance of $3~,395.96 in the New' Sewerage Fund.
