<br /> appropriation, I feel that it is conceded practioally by all that properand well-planned ad-
<br /> vertising in this day and time has long since proven its merit; that it does ~ncrease business
<br /> for those who use it wisely, whether it be an individual, corporation or city. It is used
<br /> not only to stimulate business, but it is used as a matter of education for health campaigns
<br /> and welfare work throughout the country because eo 1

<br /> mind of the outsmde world should be attracted to Tidewater, Vzrginia, with its wonderful
<br /> harbor, seaside resorts and good roads which have been recently built and which have brought
<br /> the tourists in. Of course, when they come to Tidewater, they spend their money, trade with
<br /> our merchants and with our ferries which are owned by Norfolk County and the City of Portsmouth.
<br /> A good many people have not been and are not now enthused about a~vertising~ Yet they buy
<br /> articles which magazines tell them tobuy) wear socks and hats~the advertising man tells them
<br /> to buy, take trips to places and stop at hotels which are advertised.

<br /> I am brLnging out these~points, not' that you do not k~.ow'them, butte call your at-
<br /> tention to the point at issue, which is the value of an appropriation for advertising-to the
<br /> citizens and taxpayers of ~ortsmcuth. My answer~ made after

<br /> 2nd. #Attached you will find a letter from the Housewives League, which they reouested
<br />that I bring to your attention at the meeting tonight. You will note it deals with t~e matter
<br />~f tree spraying.
<br />
<br /> I was requested by the Council some months ago to bring in data and ~eport on the
<br />cost of spraying trees. Attached you will find Fa=mers~ Bulletin $1169 from the United States
<br />Department of AgriculYUre and on page $3~ you will find reference to the elm leaf beetle. It
<br />states that the elm ~leaf beetle feeds on all species of elm. W~nerever it is established and
<br />abundant, it may, under favorable conditions, keep the elms in a constant state of partial
<br />or complete defoliation and eventually lead up to their death. It states ~further that from
<br />the time the buds burst in the spring until the leaves are fairly grown the leaves show irre-
<br />gular holes made by the beetles. Later in the season more of the injured leaves are skeletonized
<br />from below by yellowish bla~k to blackish yellow larva® up to half an inch in length, which may
<br />also be observed crawling along the true. Two generations are produced annually, the eggs
<br />of the second generation appearing in July. Whene~er there isevidence that the insect is
<br />presentleaves, in large numbers, spray the trees With lead arsenate. Aim to spray the underside of the

<br /> As to the cost of this work, we have the spraying equipment which was purchased by
<br /> ~he C~ty some years ago. I have information from Dr. Roper who had' charge of the spraying, that
<br /> an appropriation of $1,000. will be ample to take care of spraying all trees in our city which
<br /> may be attacked by the insect this year..
<br />
<br /> On motion of Dr. Dunford, the mat~ar was referred to the Oity Manage~ for report as to
<br />neoessity for spraying trees at this time.

<br /> 3rd. #I r~spectfully submit attached ordinance for your consideration. My reason for sug-
<br />gesting this ordinance-is that for the past~two Years, almostfrom Week to week, the merchants
<br />of Crawford St. have objected to the way box cars have been continually parked in front of their
<br />places of business which they claim is to the injury of theirbusiness. We have a street car
<br />track on the west side.of the street and aecordingto the present routing, it isimpossible
<br />for.motorists to go on the right hand side of the street~without facing this street car traffic
<br />coming against the automobile traffic. Then there are two railroad tracks in t~e center and the
<br />bus stop at, the southeast corner. Traffic going south on Crawfcrd St. from High. is
<br />
