This two lane road improvement <br />requires that the existing State owned drainage ditch across <br />PortSmouth's Lake Meade watershed property be reworked._ <br />Improvement of the drainage will require the transfer of a 0.347 <br />ac~eiparcel of Portsmouth's Lake Meade watershed property to <br />VDO~i. <br /> <br /> Negotiations between the Director of Public Utilities and <br />VDOT resulted in three changes to VDOT's original agreement. <br />These changes were the construction of a stormwater BMP to <br />protect Lake Meade from highway runoff replacing the drainage <br />dit=h originally proposed by VDOT, VDOT's agreemenu for <br />perpetual maintenance of the BMP, and the inclusion of a <br />"reverter'' clause in the agreement that would return the <br />property to Portsmouth should VDOT no longer require the <br />property. <br /> <br /> With these changes incorporated into the agreement, the <br />Director of Public Utilities recommends the sale of this 0.347 <br />acre parcel to VDOT for the price of $10,049. <br /> <br /> I concur with this recommendation and ask that you <br />authOrize me to execute the property transfer agreement." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, to <br />adopt the following resolution, and was adopted by the following <br />vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY A <br />0.347 ACRE PARCEL OF PROPERTY NEAR LAKE MEADE IN THE CITY OF <br />SUFFOLK, VIRGINIA TO THE COMMONWEALTH OF VIRGINIA FOR DRAINAGE. <br /> <br /> WHEREAS, the Virginia Department of Transportation has <br />undertaken a project to improve State Route 638 (Murphy Mill's <br />Road)~ and <br /> <br /> <br />
