Webb, Vice Mayor Johnny M. Clemons, Bernard <br />D. Griffin, Sr., Ja~es C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., Ronald W. Massie, Acting City <br />Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to <br />approve the minutes of a Called Meeting on September 11, 1995; a <br />Regular Meeting on September 11, 1995; a Called Meeting on <br />September 12, 1995; and a Regular Meeting on September 12, 1995, <br />and was adopted by unanimous vote. <br /> <br />95-432 Presentation of special pins to the Portsmouth Golden <br />Olympians. <br /> <br />95-433 Proclamation presented to Sam Gay for "Jaycees Against <br />Youth Smoking." <br /> <br />95-494 Presentation of special pins to newly appointed Boards <br />and Commissions members. <br /> <br />95-435 - Non-Agenda Speakers <br /> <br />1. Theodore Chambliss, 318 Wall Street, spoke on the use of <br />buses on Wall Street. <br /> <br />2. Minister Rafiq Zaidi, 506 Dinwiddie Street, spoke on the <br />Million Man March in Washington, D.C. <br /> <br />3. Teri Jernigan, 600 Rockbridge Road, spoke against the <br />continued operation of the Waterview causeway. <br /> <br />4. Kerry Schleeper, 219 Mohican D=ive, spoke on noise and other <br />operational problems with the new Showcase facility on Airline <br />Boulevard. <br /> <br />5. Lloyd Beazley, 3186 Reese Drive, spoke on various public <br />safety concerns. <br /> <br />6. Charlie Riddick, 718 Henry Street, spoke on the acquisition <br />of the properties affected by the Abex Superfund site. <br /> <br />7. Arnice Riddick, 720 Henry Street, spoke on the effect of the <br />ongoing Abex Superfund activitites on the older residents in the <br />Superfund area. <br /> <br />PUBLIC HEARING <br /> <br />95-~36 Public hearing to receive public comment on the <br />proposed Enterprise Zone Application to the Commonwealth of <br />Virginia which will encompass the Mid-town, Tower Mall, and <br />Fairwood areas of the City. <br /> <br />1. Louis Whitehead, 4415 County Street, spoke against the <br />possibility of rehabilitation of Fairwood Homes. <br /> <br /> <br />
