"Portsmouth, Va., Oct. 8, 1929.

Dear Sir:--

There is pending in the Courtof Hustings for the City of Portsmouth a suit brOUght
by George H. Baker, Guardian against MosesA. Baker, an infant, and others for the purpose of
selling certain property. The City taxes on theproperty amount to about $1500 and the State
taxes about $150. The'Glasgow Street pmoperty which the parties are attempting to sell is
vacant, and it appe~d to be impossibl~ tO per,eot a sale owing to the fact that the taxes
are as much or more than %he value-of the property. I believe it will be to the advantage
of' the city to force a sale of the property and apply all the money received to the payment
of the taxes. If this is done the purohasex~will probably improve the property and pay the
taxes in the future. I respectfully request permission to file a petition in the suit on
behalf of the city in order to enforce the collection of the taxes.

Yours ery t~-aly,

R. C. B~ROLAY, 0ity Attoraey."
