<br />At a regular meeting of the City Council October 8th there were present:
<br />
<br /> Messrs-- Vernon Brooks, E. W. Maupin, Jr., Arthur Mayo,
<br /> J. Alden Cast, J. R. Stewart~ Archibald Ogg,
<br /> Also the City M~uager.
<br />and specia~ meeting September 3Oth
<br />The minutes of the regular meeting September 24th/were read and were approved.
<br />
<br /> The following communications were read from the City M~nager: 1st. "The appropriation
<br />for the burial of paupers for the year has been exhausted. I am rea~esting that $170. be
<br />~opropriated for this p~rpose for the balance Of the year.
<br /> The appropriation for gratis prescriptions will be insufficient. I am of the opinion
<br />that $100. will be necessary to pay bills for the remainder of the year and am therefore
<br />recommending that this amou~ut be appropriated. ~w~
<br /> -~e will need approximately $550- to pay bills for j~l~provisions for the balance of
<br />the year. It is recommended that this amount be appropriated."

<br /> O~mction ~f~M~. Stewart, a special appropriation of $820.00 was allowed to take care
<br />of said items for the balance of the year; and by the following vote:

<br /> 2nd. "Certain alterations will be necessary at the ~arket Building in order that the
<br /> activities of the Department of Public Welfare will be taken care of in this ~building. Space
<br /> will have to be provided for laboratory, clinics and general offices. It is m~?~ desire that
<br /> sufficie~ room be provided for the clinics so that those attending will not have to stand
<br /> out in the cold, and that reasonable comforts be provided. At cost of $~00~o00.
<br /> Minor changes will be necessary in the City Collector's Office, such as cutting
<br /> of a door, removing some of the counter, so more space will be provided, etc. The total amount
<br /> of this work is estimated at $2~0.O0. Total
<br /> I have purchased a Burroughs book-keeping machine costing $11~5.00. There may be
<br /> some little cost of~ changing the machine at. tko Water'Department, but at the present time
<br /> that estimate is not available. Of course, there will be considerable savings in the rents
<br /> now being paid which will ~ in a short space of time repay the money~ expended in providing
<br /> for the ~¥elfare Department in the City ~ket.

<br /> ~he total approp.riation requested for these purposes is $2125.00. I am reouesting
<br /> that this amount be made av~ml~ole so that tke WOrk may ~begin ~t o~c~, b~ause we are ~nxious
<br /> to have the entire change ma~e effective by November~ l~st. I Would therefore like to have
<br /> authority to go ahead with the necessary changes so that no time will be lost between now and
<br /> the next meeting of the 0ouucil which will be on October 22nd."

<br /> On motion of Ur. ~aupin, the recommen~ed~.app~op~iation of $950.00 for the office
<br /> p~irs' ~w~s.allow~d, and by the following vote:

<br /> On mo,;ion of ~M~r. Stewart, the reoommende~ appropriation of $11Y5.00 for the book-keeping
<br /> machine was laid on the table until the next ~reguls~v meeting of Council.

<br /> 3rd. "It is necessary that certain offices be shifted in order that the new system of
<br />a~eoun~ing may be l~roperly cared f~r. Mr~ Ohildress and I have been over this matter and
<br />i!hmve agreed that, according to ou~ judgment, the following oh~uges will be to the best interests
<br /> 0 ·
<br /> of the ity.

<br /> The main book-keeping machine and operators will be i.n the office now occupied by
<br /> the Oity Manager, which will be off to itself, so that the work will not be disturbed ~by~people
<br /> passir~ or repassing in order to reach other offices. The office now occupied by the~ ~chasing
<br /> Agent will be designated as offio~ of the City Cl~erk & Auditor, and~t.h? tw~o o?f?ces ~0~ 99cup~ed1
<br /> by the City Clerk & Auditor will, be occupied by~ the Ctty ma~n~.~g~r a~.a. mne ~urcnas~+ng ~men~,
<br /> the accounting ~iles and those of the Purchasing Agent, an, o~ner ne±p necessary ~o prope~£y
<br /> conduct the plan as it should be. More fili~ will be necessary, therefore more space ~will be
<br /> needed, and it is our desire to have ~s flexihZ~ an organization as possible. I feel this
<br /> ~lan as outlined above, is the best a~rangemen~ which c~ be made. The office of the City
<br /> i~Enginee_~ will be moved downstairs in rooms now occupied by the H~ealth Department. ~udge White
<br /> will be given the private office now used by the City Engineer ~l~u not used by the 0curt
<br /> as & ju~y room). The remaining part of the Engineer's office upstairs will be used for filing
<br /> and drawing room of the Engineering Department, which is b~dly needed for their maps and records..
<br /> '~e have given this arrangement considerable study and I feel this will work well for~he Engir
<br /> neering Department.
<br /> I do not know that it is necesss~ry for the Council to give its approval, but I
<br /> felt I wanted to bring it~to your attention before the change wms made. It is our d~esir.e
<br />~ make this change beginning ~ednesday or Thursday of this week. There will be no cos~ smmp~y
<br /> a shifting o~ desks and fixtures. No walls or petitions will be disturbed~ or anything done
<br /> way change or alter the general plain of the building."
