November <br /> <br />Honorable City Council, <br />Portsmouth, Va. <br /> <br />,Portsmouth, <br /> <br />Va., November 12th, 1929. <br /> <br />Gentlemen: <br /> Application has been made by Norma~u R. H~milton, as owner of the portsmouth <br />Star building for the erection of a foot bridge from the third floor of the Seaboard Air <br />Line office building to the fourth floor of- the portsmouth Star building, the plans ha~ing <br />been ~rawn by the engineering department of the Seaboard and approved by the Building In- <br />spector. <br /> This foo~ bridge has become necessary by reason of the fact that the Seaboard <br />has taken lease on the upper floor of the Star building to the end of ~bnvenience of their <br />ow~ business and ooeration~ in portsmouth. I am informed by officials of the S~aboard Air <br />Line that the granting of permission for the erection of this bridge will mean a great con- <br />venience to the~ Railroad Company, making it possible for them to concentrate their offices <br />in Portsmouth in a way which they have not heretofore been able to do, all of which tends <br />to the more permanent housing of their force in our City. <br /> The owuer of the building ad~ises that he is taking out oroper zndemnifying <br /> bond to cover all d~mages from accidents which may accrue from the er$ction of said bridge. <br /> Feeling that this is common practice in a good many cities ~nd specifications having been <br /> properly approved, I respectfully recommend to the Council that permission be grs~uted so <br /> that work may begin at once under the clans sut~mitted to and approved by the Building In- <br /> sp~ctor.~ <br /> ,Portsmouth~ Va., November 9, 1929. <br /> To the Honorable <br /> The City Council, <br /> Portsmouth, Va. <br /> <br />Gentlemen: <br /> Aoplication is hereby made for erection on behalf of the Seaboard Air Line Rail- <br />way Company o? a bridge connecting the third floor of the present Seaboard Air Line office <br />building at the foot of Hi§h~ Street, with the fourth floor of the Portsmouth Star building <br />~t the southwest corner of High and Water streets, this said bridge to be constructed in <br />accordance with Seaboard Air Line Railway Company's plans for ~prffposed Footbridge," pre- <br />pared by t~e Engineem~!ng Department of the Seaboard and attached to this application. <br /> These said plans, pre~iously submitted to.the Building Inspector of the City <br />of portsmouth have received the approval of that official. <br /> <br />Respectfully, <br /> <br />NORMAN R. H~milton to erect a covered foot <br />bridge, leading from the third floor of the S. A. Lo Office building to the fourth floor of <br />the Portsmouth Star Building. <br /> I h~ve carefully checked and examined the plans and find s~me to comply with <br />Building Code as regards the requirements in the Fire District. F~om a structural stand- <br />point the proposed bridge is absolutely safe and I have approved plans for same. <br /> <br /> Yours very t~uly, <br /> <br /> ~. L.
