Stewart, <br /> Archibald Ogg, Y. <br /> Also the City Mann,ger. <br /> The minutes off the regular meeting October 22nd were read and were approved. <br /> The following communications were read from the City Man,get: <br /> 1st. "Attached you will <br />find a reGuest from the Imoerial Tobacco Company asking that they be relieved f~om a part <br />of the assessment on their-warehouse property at-Port Norfolk for the reason that they claim <br />the item charged was only a renewal of some floors which had rotted away. The City Attorney <br />is thoroughly familiar with this matter and c~n fu~ish report on same. <br /> I suggest that the matter be referred to him for report at the next meeting." <br /> "Norfolk, Va., November llth, '£9. <br />Mr. Frank O. Moore," <br /> <br />"Norfolk, Vao, Nov. llth, '29. <br /> <br />Totthe Honorable Co~uucit <br />the City of Portsmouth: <br /> <br />of <br /> <br />Dear Sirs:- <br /> We are attaching hereto tax bill, covering the t~xes on the property of this Com- <br />pany, situated in Port Norfolk, between Florida and Douglas Avenues, on Commerce Street. <br /> You will notice On this bill an item of $6,000,00, for the year 1928, and interest <br />on same, a~so a s i mil~r item fo~ the yee~v 1929. We feel that this item-should be stricken <br />from your books, ~nd so indicated to your City Mansger, when the tsxes for 1928 were paid <br />in last November. <br /> Upon investigation you will find that this item covers the renewal of some floors <br />in Sections 6, ~ and 8, Of this Company's Warehouses. These floors were o~iginally wood, and <br />on account of the conditions existing at this location, we found it necessary to renew them <br />with concrete, as the wooden floors, t=eated to withstand the excess moisture, would have cost <br />eGuelly as much as the concrete. <br /> It w~s not itc add to the value of these warehouses that the floors were renewed <br /> in any manner, but in order that the warehouses might be put to shy use, the expenditure in <br /> question was necessary. <br /> The drainage in this portion of Port Norfolk ~as s~lways been bad, and we feel <br /> thmt the Oity of Portsmouth is in a me~sure responsible fo= the conditions existed on the West <br /> ~ide of this property. I recommend that the Board of Sinking Fund Commissioners be requested to pay the <br />sum of $9,900. fo~ the purpose of retiring these bonds and that redemption bonds in the sum <br />of $130,OOO. be issued for the ssme outcome. <br /> <br /> <br />
