;No~ember 26, 1929 <br /> <br /> Mr, S~ewart~moved to concur i~ the' recommendation of the City Attorney, and that the <br />request of the Portsmouth_Lodge, B.P~$.E. ~82~ askmng reliefof $225.00 of taxes' for the <br />year 1919, be granted. <br /> The motion was adopted, and by the following vote: <br /> <br />Ayes~ Dunford, Mayo, Cast, Stewart, Archibald, 5- <br />Nays~ Brooks, Maupin, 2. <br /> <br />The following report was read from the City Attorney: <br /> <br />Honorable City <br />Portsmouth, Va. <br /> <br />0ouncil, <br /> <br />"Portsmouth, Va., <br /> <br />November 26, 1929. <br /> <br />Gentlemen:-- <br /> <br />of $159. <br />Norfolk, <br /> <br />floor in <br /> <br /> Ooncerning the request of the Imperial Tobacco Company to be relieved of the sum <br />for each-of the years ~928 a~d 1929 'for taxes charged against its property at Port <br />I beg to state: <br /> <br /> In 1921 the'Imperial Tobacco Company s~ent about $15,OO0 in placing a concrete- <br />lis warehouse on Commerce Street, between Florida ~nd Douglas Avenues. The Company <br /> <br />contended at the time ~hat the former floor in the building has been caused to decay by reason <br />of water collecting un, er the same. It contended that the city failed to put in proper drains <br />when Douglas Avenue was improved, and banked the drainage water on its land, and that the ~ity <br />was responsible for the loss to the company. Representatives of the Company and the City <br />Manager had considerable discussion about the matter and it was finally decided tha~ the Com- <br />pany would place new floors in the building and the city would install new drains. A oermit <br />was obtained to repair the property, and in due course notice thereof was sent to the ~ommls- <br />sioner of the Revenue. The Commissioner of the Revenue thinking that the concrete floor added <br />additional v~ue to the property increased the assessment to the extent of $6,000. According <br />to the letter of the Imperial Tobacco Oompany it would have cost as much to install wooden <br />floors as it did to install the concrete floor, and the repairs added no additional value to <br />the-property. I believe the City Manager, who followed all the details of the m~tter and who <br />did considerable work to get the Tobacco Company to re-locate in the city, thinks the relief <br />should be granted, and the increase assessment should not be carried on the 1~30 land books. <br />After explaining the facts to the Commissioner of the Revenue he also seems agreeable to this <br />position. <br /> Yours very truly, <br /> <br />R. 0. BRINSON, <br /> <br />Secretary." <br /> <br />On motion, the communication was ordered to be filed. <br /> <br />'~NEW BUSINESS <br /> <br /> Applications were'read from the following for the~position of Land Assessors for the City <br />of Portsmouth for 1930: W. T. Claud, R. A. Robertson, Ohas. L. Reynolds, F. ~. Wilde=, and <br />H. L.
