These funds are to be used to <br />provide an interagency system of early intervention services for <br />eligible children end their families. <br /> <br /> The CSB and the Portsmouth Public Schools have merged their <br />earl~ intervention programs in order to provid.e a sin.~le program <br />fro~ birth through the school years. The services paid for with <br />thes~e funds will be provided by the Schools under contract with <br />the CSB. Overall planning and policy development is the <br />responsibility of the interagency PPACT (Portsmouth Parents <br />Agen.~les and Children Together) Council. No local match is <br />required. <br /> <br /> I am pleased that we are able to continue these services <br />and therefore recommend a transfer from the Grants Contingency <br />AcCount in the amount of $163,131." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Griffin, to <br />transfer $163,131 to be used to provide an interagency system of <br />early intervention services for eligible children and their <br />families, and was adopted by the following vote: <br /> <br />Ayesi: Clemons, Griffin, Hawks, Martin, Pitts, Robinett <br />Nays~: None <br /> <br />95-460 - Letter from the Acting City Manager recommending <br />adoption of a motion to transfer $49,882 from the Grants <br />Contingency Account to continue the operation of the Teen <br />Pre~nancy Prevention Coordinator's office for the City. <br /> <br /> "The Community Services Board (CSB) has received a renewal <br />grant from the Portsmouth General Hospital Foundation for <br />$49,~82 to maintain the operation of the Teen Pregnancy <br />Prevention Coordinator's Office. This office is staffed by a <br />fullTt~me coordinator and part-time secretary. The primary <br />obje6tlves of the program are to act as a data collection and <br />public resource office and coordinating entity for teen <br />pregnancy prevention efforts throughout the City. <br /> <br /> The initial award followed an exhaustive study by the <br />Medical College of Hampton Roads and Old Dominion University on <br />the extent and effects of teen pregnancy in Portsmouth. The <br />Coordinator works for the Better Beginnings Coalition which <br />consists of a variety of individuals, agencies and organizations <br />committed to delaying parenthood for adolescents. The CSB <br />serves as the fiscal agent for the Coalition and provides <br />day-to-day supervision of its staff. <br /> <br /> This is the third and final year of funding for this grant <br />through the Foundation. The Coalition is working on a plan to <br />continue its activities after the end of the grant period. <br />There are no City matching requirements for these funds.
