<br /> The minutes of the regular meeting Ju~ue lOthwere read and were approved.
<br /> The following commmuications were read from the Oity Manager: Ist. "In regard to the
<br />matter of establishing a stop traffic light at the corner of Lincoln St. & Elm Ave., which
<br />was referred to me at the last Council meeting, will state that according to my judgment, the
<br />flow of traffic is not sufficient for a go-and~stcp light at this corner. It is unquestion-
<br />ably a bad corner, but there are quite a few intersections in the 0ity,-where traffic conditions
<br />are similar. I believe thaZ a signal of this kind would tie up traffic at this corner, be-
<br />cause traffic is not constant.
<br /> I am of the.Qpinion that a flash signal similar to the one at the George 'Nashi~gton H~gh~
<br /> way andElm Ave, would be desirabl'e. This type of signal wo~ld cost aporoximatety $500.00 aha
<br /> there are several corners in the Oity on ~nich we could use such signals. We have no appro-
<br /> priation~ to cover s~me. I might state further that a stop-and-go light at this location would
<br /> have to be installed as an independent light, which would m~e it more costly."
<br /> On motion of Mr. Cast, the matter was referred to the 1931 Budget.
<br /> End. "In regard to the 1930 assessment, I beg to report progress. There is nothing
<br /> further to report at this time."
<br /> On motion, the communication was ordered to be filed.
<br /> 3rd. "This is to notify you that the $300,000. worth of City of Portsmouth notes recently
<br /> authorized by the City 0ouncil, were sold to the AmeriCau National Bank on the same basis as
<br /> those of the last issue recently sold. They were five per cent notes with $1.,~20. premium,
<br /> with interest payable at maturity."
<br /> On motion, the communication was ordered to be filed.
<br /> ~th. "I beg to call your attention to the fact that the Governor of Virginia has declared
<br /> Saturday, July 5th, a holid~ for all State employees and has ~Guested that the day be ob-
<br /> served by all throughout the State in like man, er. Several large cities in Virginia have
<br /> already complied with this request.
<br /> It is my understanding that the local Navy Yard and the Seaboard will observe this
<br /> the bank clearing house has definitely decided~that all banks in the City will be
<br /> day and
<br /> closed on July 5th.
<br /> I therefore recommend that all city employees be gr~ted holiday on Saturday, July
<br /> 5th, with the exception of those who perform essent~a! service.~
<br /> On motion~ofDr;~%Dunford, the reco~umendation of the Oity ~anager was concurred in.

<br /> 5th. "Attached fo~ your information is copy of the Act of ~h General Assembly ~aking
<br /> all delinquent taxes payable to the county, city or town in which the land lies at the t~ime
<br /> of assessment.
<br /> Oity Attorney, Re O. Barclay, .construes this to mean that taxes collected by the
<br /> Oounty of Norfolk on land which has been annexed to the Oity of Portsmouth, Should be paid to
<br /> the 0ity-of Portsmouth. I have taken this matter up with Mr. A. B. 0arney, of the Coun~ty Oou~t
<br /> and also with Er. K. A. Bain, Jr., of the City Oourt. These collections are being turned eve=
<br /> daily at such time as payments are made and receipts are given by the City Oollector for same.
<br /> I might further add that I am having the amounts checked and lists of same made, and the money
<br /> is being kept separate under our accounting system."
<br /> On motion, the communication was ordered to be filed.
<br /> 6th. "In order to carry out the project of eastablishing city stables, garage and Store
<br /> yard on the~incinerator site, it will be desirable to acquire certain land belonging~to the
<br /> heirs of Mordecai Cooke, and which Miss ~irginia Oooke now claims. This land lies between
<br /> Ithe incinerator property belonging to the city and that recently purchased by the'city from
<br /> Mrs. Etta F. Culpepper, W. G. Parker and others, and extends from the property formerly platted
<br /> I by the Prentis P~ace L~ud Company, northward to a point near South St.
<br />
<br /> Owing to the large n~ber of owners as shown by the court records, it Will very
<br /> probably be necessary to enter condemnation proceedings, but before this can be done, a bona
<br /> fide offer mus~ be made the owners for the purchase of the land. I therefore request that I
<br /> be authorized to offer the.owners the sum of $300.OO for the property and in event the offer
<br /> is not accepted or title can,not be acquired by purchase, that condemnation proceedings be
<br /> instituted at once for acquisition of the said land."
<br /> ~r. Du~Vord moved that the recommendation of the M~nager, that he be authorized to offer
<br /> the owners the sum Of $.300.00 for the property and in event the offer is not accepted or title
<br /> can hot be acquired by purchase, that condemnation proceedi~s be instituted at once for ac-
<br /> quisition of the said land, be concurred in.
<br /> The motion was adopted.
<br /> ?th. "Attached you will find a letter from Mr. W. L. Davis, addressed to me, alzo blue
<br /> print showitg strip of land on Ma~ylmnd Ave. between Military Road and Princeton Road, Suffolk.
<br /> Mr, Davis feels that the property ~nes should ~e corrected by deed of conveyance of this trip
<br /> of land ~ ~heO. ity of Suffolk, and recommends that the strip of land be conveyed without
<br /> charge or at a nominal charge sufficient to pay for drawing of deed and other indidental ex-
<br />
