<br /> At a regule~v meeting of the 0ity Council August 12th there were present:

<br /> Messrs-- Vernon Brooks, J. C. Dunford, E.~. Maupin, Jr.,
<br /> Arthur Mayo, J. Al~en Oast, Archibald Ogg, 6.
<br /> Also the Oity Manager.
<br />
<br /> The minutes of the regute~v meeting July 22nd were read and were approved.
<br /> The Committee appointed at the last regula~ meeting to draft suitable resolutions on the
<br />death of General W~ndell C. Neville, presented the following:
<br /> "On July 8t~h, 1930, the earthly career of MAJOR GENERAL WENDELL 0. NEVILLE was ended.
<br />He died in the Oity of Washington, D. C., after a brief illness.
<br /> Born in portsmouth, Virginia, on May 12th, 187(1, he attended the Public Schools of Ports-
<br />mouth and the Galt School of Norfolk, Virginia. From there he entered the United States
<br />Military AcademY, graduating in 1890.
<br /> Shortly thereafter he took pamt 'in the Cuban 0ampaign and Served in China durin~g the boxer
<br />r~l~ellion. He afterws~rds served ~ith distinction in the Phillippines, panama and Hawaii, and
<br />in 1914 he commanded the Second Regiment during its participation in Vera Cruz.
<br />
<br /> I~ring the World War he commanded the famous Fifth M~arines Md the well known Fourth
<br />Regiment in the campaigns at Soisson~,-~t. Mihiel, the Champagne end the Meuse A~gonne.
<br />
<br /> Upon his return from France he served a while in Haiti and-later at HeAdqn-smters in Wash-
<br />ington, D. C.
<br />
<br /> From August 1923 to May 192~, he commanded the Marines in the Department cf the Pacific
<br />and was subsequently in command of the Marine Base at' QUantico, Va.
<br />
<br /> On March .Sth, .1929, General Neville became the 0ommanclaut of the ~arine Co~ps with the
<br /> rauk of Major General.
<br />
<br /> His decorations and awards were numerous a~d from many nations. He Was honored by his own
<br />country with the Distringtuished Service Medals of the~Army and NaVy. He also received the.
<br />Legion of. Honor 'and six Croix de Guere awards, the French -Fouraggere and many other deco-rations.
<br />
<br /> General Neville frequently returned to Po=tsmouth~ where he maintained him legal voting
<br /> residence and for which he felt a keen affection. At the close of the war he~ zetu~n~d~to this
<br /> City and was honored by the presentation of a Silver Service from its citizens.
<br />
<br /> His wife was Miss, Frances Howell, daughter of Admiral Howell, U. S. N., and he is s~rvived
<br />.bY a daughter, llrs~ John Best, wife cf Lieutenant Best, Aviation Corps, U. S. N., and' numerous
<br /> relatives residing in this City.
<br />
<br /> In the death of ~.jor General Wendell C. Neville this country has lost an efficient, loyal
<br />a~d courageous leader, whose place will be difficult ~to fill.-
<br />
<br /> RESOLVED, that the members of the Council of the.Oity of Portsmouth, Virginia, mourn with
<br />'hi~ loved ones in their bereavement, and direct that a copy of these resolutions be sent to
<br />the family.of the deceasedand that the same be spread upOn the minutes of this body."

<br />On motion of Mr. Mayo, the resolutions were adopted.
<br />
<br /> The following communications were read from the City Manager:
<br /> 1st. "In a¢cordancs with
<br />ordinance which provides for return cf permit fees collected for street repairs, I .respectfully
<br />request that you.credit the sum of $1,4~1.96, collections made fo~ the first six months of this
<br />year, to account 310 A-5, Labor for ~aintenanoe of Side*alks."
<br /> On motion of Mr. ~aupin, the appropriation recommended was placed on first reading.
<br />
<br /> ~ 2nd. "I respectfully make the following report on the assessment and the office work in-.
<br />clualng maps now being made ~or the City.
<br />
<br /> Mr. 0. H. Markham, O~erk, informs me that the assessment is about two-thirds completed;
<br />the' main work on the maps willbe completed wiShin the next ten days, with exception of the
<br />master record m~p, for which information is being gathered. A more detailed-report will ~be
<br />made at-a later date. The office force is continually checking and Droving the work, ~t ~e-
<br />fore a complete report can be made, a thorough check of the entire work must be made."
<br />
<br />On motion, the report, was ordered to be filed.

<br />DaVis~ and a blue print were attached'to the Oity Manager's letter, and I suggest that you -
<br />refer to them while discussing this letter. I understand that land company has little or no
