Maupin, Jr. <br /> Arthur Mayo, J. Alden 0asr, Archibald 0gg, <br /> Also the City Manager. <br /> <br /> Theminutes of the regular meeting August <br />read aud were approved. <br /> <br />26th and special meeting September 2nd were <br /> <br />'The following communications were read from the City Manager: <br /> <br /> 1st. "I respectfully report <br /> that the assessment is nearing completion and within a few weeks the actual work of assessing <br />property will be.brought to a close. <br /> <br /> The work on the maps is--p~ogressingn~cely. Msm~Y~--mia~es~of property have been located <br />and placed on the assessment rolls for one to three yea~s, ~hich had not been previously listed. <br />A full and complete report of these will be presented to the Council at an early date.# <br /> <br /> On motion, the communication was ordered to be filed. <br /> <br /> 2nd. I respectfully request that a~ appropriation of $?O0,00 be m~de'~-tonight from~the <br />Cemetery Fund, to complete all payments for the re-decking end work on the City Pa~k Bridge. <br />The following items Which were not carried in the specifications offered, were neede~ to <br />complete,the job: <br /> <br /> Painting entire steel work with red lead~.instead of spotting same in bad places~ <br /> <br /> ~ailding of approaches to the bridge at both ~he park end and the Westhaven end- also <br />the concrete walkway at both ends. <br /> <br /> Surfacing of bridge. <br /> <br /> I found that to p~operly meet the harbor regulations, it was preferable to use the automa- <br />tic-cut-off lamp instead of the old oil lamp. <br /> <br /> The installation o~ five lights on the bridge thereby adding to the s~ety of both pedes- <br />trian and vehicula~ traffic. <br /> <br /> Eeeping in condition the dirt road leading from the Suffol~ Blvd. to the Cemetery and <br />park while the job was under const~uction. <br /> <br /> Au appropriation of $?00.00 will leave us a. balance o~' $17.~' for any emergency which may <br />arise' before the end of the year. I believe the job is a most excellent one smd will add <br />greatly to the convenience o~ the public.# <br /> <br /> On motion of Mr. Ogg, an appropriation of $700.O0 was allowed, out of Cemetery ~und, <br />for saidpurpose. <br /> <br /> 3rd.~I~_s~u?~mittingesti~m~s-:~ ' - foo~ ~h~ 1~30 budget for the Department of Public Welfare, <br />Dr. Roper r~ques~ea an appropriation $2qO0.00 for the Chief Foo~ Inspector. This w~s in <br />error, as the salary paid this officer for the past four or five years has been $2?00, <br /> <br /> In order that Dr.'Erause may receive the same pay this year, I am reque~ting that <br /> special appropriation of $300.00 be made. Copy of Dr. Roper'S letter is attached." <br /> <br /> On motion of Mr. Ogg, a special appropriation of $300.00 was allowed for same. <br /> <br />was <br /> <br />The daily financial report <br />received and was ordered to <br /> <br /> UNFINISHED BUSINESS <br /> <br />of the Accounting Department for the day ended Septembe~ 8, 1~30, <br />be filed. <br /> <br />The following report was read from the City Attorney: <br /> <br />Hon. City Council, <br />Portsmouth, Virginia. <br /> <br />Gentlemen: <br /> <br />"September 9, 1930. <br /> <br /> At your last meeting you referred to me an order of the court concerning ~he appli- <br />cation of Robert B. Albertson for relief of real estate for erroneous assessment of taxes. <br />This matter was heard before the Court of Hustings on the 18th day of August, 1930, and the <br />court ordered the property relieved of taxes to the extent of the amount charged for the buildingS. <br />It s~opeared from the evidence that the buildings were destroyed by fire on September 14, 1925. <br />A year or two later the Building Inspector caused the remaining structures adjoining Chestnut <br />Street to ~e torn down because of the fact that they were a menace to pedestrisms. <br /> <br />The following taxes should be relieved: <br /> <br />1926 James V.
