September 23, 1930

Hon. Oity '00until,
Portsmouth, Va.

Dear Sirs:

"Beptember 23, 1930.

At you~ last meeting you referred to the Cit~ Manager and the City Attorney the
petition of F. Jcs. ~aEri, Pastor, to close north Court Street and that part of Summit
Avenue lying between the west Side of Pearl Street and the east side of St. Paul~s Oatholio
Cemetery. Me have investigated this matter and find that all the property abutting on these
streets in owned by theCatholic'Church andthe streets have never been graded or improved.
From the standpoint of the traveling public they are of no service and could 'benefit 6nl~
the abuttingproper~y owned by the ~hurch. The Oatholio Church owns all the property in the
block except a part of .the. lots facing Oentre Avenue, upon which are erected buildings, and
a few lots on Elm Avenue. The Elm Avenue lots could be in no way affected by the streets in
question. Ne believe that the streets are of nobenefit to the city. The City Attorney has
prepared an ordinance, which is herewith submitted, to close the streets.

Yours very truly,

Frank C. Haurahan, Oity Manager.

R. C. Barclay, City Attorney.#
An Ordinance to ~lose and Vacate North Court Street and that portion of Summit Avenue,
l~ing between the West Side of Pearl Street and St. Paul's Catholic Cemetery, as shown on
the Plat of the Magruder Addition to the Oity of Portsmouth.

On motion of M~. Maupin, the ordinance was placed on first reading.

NEW BUSINESS
A communioat£on was read from O. O. Jones in reference to payment of tax on ~365 Glasgow
street, which he claims he does not own.
On motion, the communication was referred to the Oity Attorney.

On motion, adjourned.
