October 2~ 1995 <br /> <br /> WHEREAS ered voters of the City of Portsmouth, <br />having by )~oved the selection of school board <br />members by direct election, in accordance with Section 22.1-57.2 <br />of the Code of Virginia; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has held a <br />public work session and two (2) public hearings on the method of <br />electing school board members, and deems it in the best interest <br />of the City to support an at-large method of school board <br />election. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, VirginIa, that the City Attorney be, and he <br />hereby is, authorized to make the submission to the U.S. <br />Department of Justice for preclearance under the Voting Rights <br />Act of 1965 for a change from an appointed to an elected school <br />board by the at-large method of election. <br /> <br /> BE IT FURTHER RESOLVED that the City Attorney be, and he <br />hereby is, authorized to submit all information necessary in <br />connection with such submission and to meet all other <br />administrative and reporting requirements as required by the <br />U.S. Department of Justice." <br /> <br />Ayes: Hawks, Martin, Robinett, Webb <br />Nays: Clemons, Griffin, Pitts <br /> <br />95-476 Letter from the Acting City Manager recommending <br />adoption of an ordinance to amend Chapter 2 of the City Code by <br />amending Sections 2-575(b) and 2-582(b) pertaining to <br />administration. <br /> <br /> "This amendment to Chapter 2 of the Code of the City of <br />Portsmouth pertains to administration, especially with regard to <br />the functions and duties of the Museum and Fine Arts Commission. <br /> <br /> In approving the operating budget for the 1996 fiscal year, <br />a line item was included for the Museum and Fine Arts Commission <br />in the amount of $15,000 to be used for grants to arts and <br />cultural organizations. However, ~he Code of the City of <br />Portsmouth must be amended to expand the duties of the Museum <br />and Fine Arts Commission and empower that Co~nission to award <br />grants. This is consistent with the functioning of Arts <br />Commissions in neighboring Hampton Roads cities, and would be <br />administered through the staff of the Department of Museums and <br />the City of Portsmouth Finance Department. <br /> <br /> The proposed adoption of this code amendment is presented <br />for your consideration." <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to adopt <br />the following ordinance with the inclusion that City Council be <br />provided with with an annual report of grant activity, and was <br />adopted by the following vote: <br /> <br /> "AR ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 2-575(B) AND <br />2-582(B) THEREOF, PERTAINING TO ADMINISTRATION." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-477 Letter from the Acting City Manager recommending <br />adoption of a resolution approving a service agreement with the <br />Hampton Roads Regional Jail Authority and with the member <br />jurisdictions of the Authority. <br /> <br /> <br />
