Ifir~imfrom the records that this lot was never owned
by the Note a~d Mortgage Co~po~ation, but was conveyed by theTruxtun Home Corporation to Clyde
B~iggs, by deed dated May l, 1~2~, a~d recorded in. Deed Book 92-A page 523. It is assessed
to Clyde Brigg~on ~he Oity Land Book aa lot number 2 Block "I," and on the State L~nd Book
as lot number ~ Block "I." The following taxes assessed against the Note and Mortgage Go~p~y
should be relieved:

1926 ............. ~ .......................................... $ 5.30
l~ ........................................................ 5.30
192~ ........................................................ 5.30
19a9 ........................................................ 5.30
193o ........................................................ 5.30

Total ................... $ 26.50

(4) Petition of John Augustus Hegward a~d others requesting that property ~?13 Glasgow
Street be relieved from taxes, claiming i~ to be the property of the Holy Tabernacle Pente-
costal OhUroh of '0hrist. This property, according to the records, belo~s to John Augustus
Regward a~d is not church property. Therefore, I do not think that the Oity 0ounoil should
take any action in the matter.

Unde~ the tam laws of the State the Commission. e= of the Revenue has the power of
correcting the current yes~r's assessment~ made by him. It has been customary heretofore
tha~ all ~ax co~ections be referred~ the Oity Council ~efore the Oity Auditor m~keSthe
relief in ~he~ffice~rof the Oity Oollector. Under the new tax system in the. office of the
City Collector this ~grmer method makes.it very difficult and is-probably going to be greatly
misunderstood by taxpayers whose taxes h~e been corrected. I believe'it~ will be well for ~
the Oity Auditor to ~e ~uthorized to mame the corrections. If he finds an error in the correct-
ion he osau reques~ the Commissioner of Revenue to rerassess the property.

Yours very respectfully,

On motion of Ar.

~he following report was also

Honorable City Oounoil,
Portsmouth, Va.

R. 0.
