1930.

Gentlemen:-
We, the land assessors, appoimted by your honorable body to assess real estate
for ~he Gity of Portsmouth for !~30, beg to advise that we comPleted our field work .October
~he 1st. We would like to c~ll your attention to clause four in the ordinance under Which
we worked, which directs that two-copiesofthe land book be delivered, oneto the 0ommissioner
of Revenue and the other to the Olerk of th~ Oourt, on or before the first day of December 1~30.
We would further like to call your attention to the fact that the Oity 0ouncil
~ delegated to ~theOity-Mansger-the supervision of all the cle~ical work, which means
we have nothing to do with the preparation of the land book; It appea~s thai'it wou/d be
impossible for the clerical force to comp~ete ~he land.books by December the first. Olause
four further states that, 'Any assessor who-shall falt~to ¢omply~with s_ny requirement of this
sectio~ shall forfeit all ~right to compensation for'his services, ~
Therefore,-the purpose of this letter is-to'inform you= honorable body that
inasmuch as we have had no supervision over the cl~a~.-force~w~._d? not assum~._a~_Y~_re~o~nSibil-
ity for the delay in the cie:leal.work, and requesm-~a~.o~r-r~n~ ~ocompensammo~ ~
forfeited if the.land books are not dellvered~by'December'the lst-1930~
In view of the-fact that the.supervision of the cterical work has been delegated
by the O~ty Council to the Oity ~anager, in construing section fou~ we do not consider that
we are charged with completing the land bOo~s by December the 1st. However, if it was and is
the desire of the Oity Oouncil, that we should technically be responsible for the completiSh
of the land ~oks by December the first, we respectfttlly request that the time be extended
