Stews~vt in the Chair. <br /> The minutes of the regular meeting October 2~th were read and were approved. <br /> (Present Vernon A. Brooks) <br /> The following communications were read from the City.~nager: <br /> Ist. "In regard to the <br />electrification'of' the Suffolk water plant, which matter was referred to me at the last meet- <br />ing of the Council, I beg to state that I have had'-several conferences with ~essrs~ Thrcck- <br />morton, Fairlamb' and Truitt of the Virginia Electric and Power Company and on Monday the at- <br />tached proposition was submitted by the Company. <br /> Mr. Davd~- and I. have gone over She matter thoroughly with the officials .and we are of <br />the opinion that the Oompmny's proposal is for the best interest of the City and should be <br />accepted and the Power Company requested to begin the work immediately. <br /> ShOuld the C~uncil concur in this' opinion it would of course be necessary to refer the <br />matter to the Oity Attorney, to have contract properly drawn, so there would be no unnecessary <br />delay on our pa~t." <br /> <br /> The following is the proposition enclosed by the Oity M~nager: <br /> <br />"Norfolk, Virginia, <br />November 10, 1.930. <br /> <br />Mr. F. 0. The origin~ est~ate as ~itted to the Go,oil on the night of <br />October 28th ffo~ the entire work was $55,000.00 ~d of that ~o~t the 0ity of Po=ts~uth <br />was t~ spend $25,000 ~d the Virginia Electric ~d Powe~ O~p~[ $30,000. It is felt that <br />the tot~ cost of the p=oje~ might be less th~ the ffi~re of $55,O00.00. In view of t~s <br />fact, it is ~=eed that the total ~o'~t to be paid by the Oity will not exceed $22,500, the <br />Vi=gini~ Elect=lc ~d power Oomp~y ~s~lng ~1 other expe~e in connection with the electri- <br />fication of the pl~t, as outlined in o~ repor~ of June <br /> <br /> If it ~s fo~d u~on the c~mpletion of the project' tha~ the tot~ cost ~s less <br /> t~ $52,500, ~y saving effected below the s~id ~o~t of $52,5G0 will ~c=ue to the 0ity <br /> of Portsmouth, ~t in no event will the e~e~se that the 0ity of Portsmouth will be put to <br /> exceed $22,500. <br /> <br /> The Oity Of Portsmouth will agree in connection with this proposal to execute <br />a contract with the Virginia Electric and Power Company forthe purchase of all of its power <br />re~i~e~ents needed at its .Suffol~ pumping station under the ~a~da~d ~holesale Ind~stria~ <br />R~te ~10 of the Powe~ Oom~any for a period of ten years. The serv. ice ~o ~he pumping pl~ut <br />will be metered~on the secondary side of the transformers, the transfo~er, equipment, sub- <br />station~udall~%e~uipment outside ~ the pumping plant will.remainthe~roperty Of the Virginia <br />Electric and Power Company 'and al~_quipment within the station willie:come the property of <br />the City of Portsmouth. The Oit~ of Portsmouth is to retain possession of all the pumping <br />equipment now installed, tlfe Virginia Electric and Power company having no equity in this <br />e~Aipme~t imstalled or any equipment to be installed within the pumping station. <br /> <br /> As discussed at the meeting this morning, the Virginia Electric and Power <br />Company will do all work in connection with lines, transformers and substation equipment, and, <br /> <br /> <br />
