<br />Gentlemen: :
<br /> Taere aas been pending for several years a controvers~ between the County of
<br />Namsemond and the City of Portsmcuth~as to_the responsibility of upkeep and building of. three
<br />bridges over branches of.L~ke Cahoon.~ln:N, mnsemond. County. This .~atter first arose before I
<br />became City Attorney, In October, l~2Y, a,suit was instituted. Am'the Circuit Court of Nanse-
<br />mond County by the Countyof Nansemondagainst.the City of portsmOuth, the members of its
<br />Oily Oou~ucil, Mr. W. L. Davis, S%q)erintendent of ~ater Department, and Mr. J. F. Weaver, City
<br />Engineer. The purpose of this suit was to require the City to re--establish what was~claimed
<br />to be the old county roads or to reconstruct the three bridges. The suit has been dragging
<br />for some time an~ several conferences have been held in regard to the matter. Recently,
<br />a conference was held ia the office of Mr. James H. Corbitt of Suffolk, at which M~v. Hanrahan,
<br />~r. Davis, Mr. Corbitt amd I atten~sd on-behalf of the City of portsmouth, and all the members
<br />of the Board of Supervisors of Namsemond County, M~. Lilliston, County Engineer, and Nessrs
<br />G, K. Hutton and O. B. Godwin, attorneys for ~auaemond County, attended on behalf cf the
<br />County. The Oounty officials had a propostion of compromise to offer and on Januaz7 ~, 1931,
<br />I received ~rom Mr. Godwin a copy ef ~ enclosed letter. Mr. Davis is working= on the matter
<br />and will~ in a short tXme, h~ve estimates cf the cost so that the same may be presented to
<br />the Olty Council.
