<br /> It has been brought tc~he attention of the members of'this League that~ at a'
<br />meeting of the Oity Oounoil, the budget for the supervision of playgrounds W~ abolmshed.-
<br /> As citizens of this city, we .feel that playgrounds are one of the great assets
<br />the city has for its childxen. Unless they are properly s~pervisea, however, they become
<br />a place for-undesirable habits= ~ menace rather t~ an asset. Would it be better to employ
<br />a policeman to break up disorderly conduct or to pay a supervisor who would so plan the work
<br />tha$ the ~ys and girls would .receive training of such a nature as to materially ~id in
<br />character building?

<br /> ~ain, we feel the need of the recreatioz~l centers but mm_less they are properly
<br /> supervised we feel the ohildmen would be benefited more at home.

<br /> A petition was read from the Trustees of Portsmouth Lodge B.P,$. of Elks ~82, requesting
<br />sai~ Lodge be relieved'from payment eft~xes assessed~against their groper~y situate at the
<br />southeast corner of Oourt and North streets for the Year 191~.
<br /> On motion of. Mr.~ Mau~sin, the petition was refer~ed to the City Attorney.

<br />the last renewals. I made request Sf the City Manager to b~ relieved of S~e entm_e.smount,
<br />vim. $10,700.00, as per .attached copy of letter dated Nov. ~th, 1930, but it seems that he
<br />only msked for relief on the item of $6000.00.

<br /> As the to~al assessed was for the same p~ose~viz, the renewal of floors,
<br />ro~ted out on account of excess moisture, due for the mos~ part ~o lack of drainage, I now
