<br /> Sebtion 1027~of the Oode of Virginim provides that the cost. of conveying
<br />persons committed to any insane hospital or colony, except those committed to the depart-
<br />ment for the criminal insame, shall, be paid from the funds appropriated for the support of
<br />the hospital or colony. Section 4910 of the Oode of-Virgini~ provides that the expenses of
<br />a person committed ~o the ordinal inssme hospital shall be paid by "such penal institution,
<br />county er corporation . While Section 1021 provides that mll exp~nses in committing any
<br />person to any state hospital or colony sh~ll be paid by the county or city from which such
<br />patient is sent, ,provided that in any c~se where at the time he was so sent~ such person
<br />w~s not a legal resident of the county or city ~r°mwhich he w~s so sent such county or
<br />city sh~ll be reimbumsed all such expenses by the county or city of the legal residence
<br />of such person at such time."

<br />the Comptroller cf the State ~nd the Superintendent of the insane hospital h~ve refused to
<br />pay bills insuoh case~,.amd, sinoe the matter was referred to me, Mr. WendeI, Mr. Lynch
<br />and I have been ende~vormng %o have the ttmte pay such bills~
<br /> I believe it will be better, in the future, for the 0ity to pay the bills
<br /> incurred by its own City Sergeant and the county to pmy the bills incurred bY its Sheriff~'
<br /> The Oounty officials mre perfectly willing to do ~his but, in order to start such a pro-
<br /> cedure, it will either have to be so handled in the future or the city will h~ve to reim-
