<br />~mined under the provision of Sec%ion 565 of the 0ode of Virginia which states that the
<br />State Aooo~utant, when requested ~y the 0ouncil of a city, sb~ll establish a system of
<br />book£keeping for the Clerks of the court, crc., and when so re,jested he shall, or whe-
<br />ther requested or not, he may, at any time, examine ~ne boons, and aooouh~ of s~un offi-
<br />cer ~d report to the Oo~uoil the findings of his investigation if it relates to the
<br />fair~ of the city, and to the Auditor of Public Accounts if i~ rei~tes to the revenue of
<br />the State. The cost of such service as may be required shall be bcrne by,the 0}t¥ re-
