Stewart, rules were suspended and petition was read from tOouncil <br /> of School Leagues; Pinners Point School League, Sixth Ave. School League, ~Pgrt Nor?olk <br /> School League, Robert E. Lee School League, Mount He=mort Playground Asso¢iamion, Green St. <br /> School League, Prentis Park School League, Ann St;~ School League, Jefferson St. School <br /> League, asking the 0ity Oouncil to make some provision for continuing the operation of the <br /> playgrounds this year; The several leagues were represented by a lasge delegation, sev- <br /> eral of whom spoke in regard to theis petitions. <br /> The motion of M~. Hutchins that we appropsimte $3.,102.50 for the operation of <br /> playgrounds in 1931 was laid on the table uutil next meeting;~ <br /> Psivilege of the floor was granted Mr. E. Lo Beale of the Gent=al Motor Oompany <br /> who asked for relief from payment of license tax on additional stose scorn, claiming that <br /> he would be the o~!y auto dealer in~ he city who would be reqUired topay samoa He also <br /> asked relief from cost o~ auto dealer license tags;~ <br /> <br /> On motion cf Mr. Cast the following ordir~nce w~s placed on its first reading: <br /> <br /> ,AN ORDINANOE TO AMEND AND P,E-ORDAIN SEOTION $ OF AN ORDINANOE ENTITLED <br /> ,AN ORDINANOE IMPOSING A LIOENSE TAX FOR THE OITY OF PORTSMOUTH, VIRGIN~IA. <br /> FOR THE YEAR BEGINNING MAY l, 1931, ADOPTED BY THE O0UNOIL, APRIL lSth, l~31A~'' <br /> <br />The Oity Manager presented the following ordinance: <br /> <br /> "AN ORDINANOE AUTHORIZING THE BORROWING OF THREE HUNDRED THOUSAND DOLLARS <br />IN ANTIOIPATION OF THE OOLLEOTION OF THE REVE2[UE FOR THE YEAR1931, AND PRO- <br />VIDING FOR THE ISSUANOE OF A NOTE OR NOTES THEREFOR." <br /> <br />On motion of N~;~ PIutchins, the ordinance was place~ on its first seading;~ <br /> <br />UNFINISHED BUSINESS. <br /> <br /> Oommunication · rom Oity N~nager and Oity Attorney in reference to rental va~lue <br />of buildings used as stgre and dwelling~ as related te merchan%'s license tax, t~ogether <br />with an amendment te samd t~x as offered by Mr. Bangel which was laid on the table at <br />last meeting, was ~aken up and read.
