<br /> At the public,Hearing Meeting of the City Council held on
<br />Monday, Nov~r i"~ i' 1995, there were present:

<br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard
<br />D. Griffin, James C. Hawks, James T. Martin, Cameron C. Pitts,
<br />P. Ward Robinett, Jr., Ronald W. Massie, Acting City Manager,
<br />G. Timothy Oksman, City Attorney.
<br />
<br /> Councilman Cameron C. Pitts opened the meeting with prayer
<br />which was followed by the Pledge of Allegiance to the Flag.
<br />
<br /> The Mayor called the meeting to order and welcomed all in
<br />attendance.
<br />
<br />95-489 - Public Hearing on a rezonings, use permits, and a code
<br />amendment:
<br />
<br /> Motion by Mr. Hawks, and seconded by Mr. Robinett, to
<br />suspend the rules of order to consider item UP-95-21, and was
<br />adopted by unanimous vote.
<br />
<br />(e) UP-95-21 SOUTHSIDE NEIGHBORHOOD Use permit application of
<br /> Seventh Street Tire, Inc., for a tire recycling
<br /> operation at 706 Seventh Street.
<br />
<br />Morton Whitlow, P. O. Box 728, spoke in opposition of the
<br />application.
<br />
<br /> Motion by Mr. Hawks, and seconded by Mr. Martin, to concur
<br />with the recommendation of the Planning Commission that UP-95-21
<br />be denied, and was adopted by the following vote:
<br />
<br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb
<br />Nays: None
<br />
<br />(a) Z-95-21
<br />
<br />WESTHAVEN NEIGHBORHOOD - Rezoning application of
<br />the City of Portsmouth for a comprehensive
<br />rezoning for Westhaven and Westhaven Park. The
<br />property is generally bounded by Portsmouth
<br />Boulevard, Turnpike ~oad, Frederick Boulevard,
<br />High Street, Cua%bert~nd Street, Queen Street,
<br />Rodman Avenue, Beaton Creek and Baines Creek.
<br />
<br /> Motion by Mr. Robinett, and seconded by Mr. Griffin, to
<br />con,ur with the recommendation of the Planning Commission that
<br />Z-95-21 be approved, and was adopted by unanimous vote.

<br />(b) Z-95-22
<br />
<br />AIRLINE COMMERCIAL AND INDUSTRIAL CORRIDOR
<br />
<br />Request of Hassell and Folkes, P.C., to rezone a
<br />portion of 3531 Airline Boulevard from Light
<br />Manufacturing M-1-R to Commercial C-2.
<br />
<br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to
<br />concur with the recommendation of the Planning Commission that
<br />Z-95-22 be approved, and was adopted by unanimous vote.
<br />
<br />James Bradford, 325 Volvo Parkway, provided information on the
<br />application.

<br />
<br />SIMONSDALE NEIGHBORHOOD - Rezoningapplication of
<br />the City of Portsmouth for a comprehensive
<br />rezoning within Simonsdale from Residential RM-75
<br />to Residential RS-75 and RT-75. The property is
<br />generally bounded by Portsmouth Boulevard, Baines
<br />Creek, Clifford Street and Elmhurst Lane.

<br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to concur
<br /> the recommendation of the Planning Commission that Z-95-22
<br />~pproved, and was adopted by unanimous vote.
