D) Adoption <br />and Citizens <br /> <br /> 293 <br />November 14, 1995 <br /> <br /> approving the 1996 Action Plan <br /> ?lan. <br /> <br /> E) Adoption of an ordinance appropriating the 1996 Action <br />Plan Funds of $2,289,000 in Community Development Block Grant <br />Funds; $828,000 of 1996 HOME Funds; $400,000 in 1996 Program <br />Income funds; the 1996 Emergency Shelter Grant of $84,000 and <br />$1,160,000 in unexpended 1995 Community Development Block Grant <br />Funds for a total of $4,761,000. <br /> <br /> "At your October 24, 1995 meeting, you held a public <br />hearing with the Commissioners of the Portsmouth Redevelopment <br />and Housing Authority on the proposed 1996 Action Plan. As you <br />may remember, effective 1995, under the Department of Housing <br />and Urban Development's new regulations governing the Community <br />Development Program, the City was required to prepare a three <br />year Consolidated Plan and an annual Action Plan which <br />encompasses HUD's three community planning and development <br />programs (namely, the Community Development Block Grant, HOME <br />and Emergency Shelter Grant Programs) that operate on a s~ngle <br />consolidated program year. We are now in the first year of the <br />Consolidated Plan and the proposed 1996 Action Plan represents <br />year two of the approved three year Consolidated Plan. <br /> <br /> The total resources anticipated to be available to the City <br />for 1996 amount to $4,761,000 and, of this amount, $2,289,000 <br />represents the City's 1996 Community Development Entitlement <br />Grant; $1,160,000 reprogrammed funds from the 1994 Community <br />Development Program; $400,000 progra~ ~n¢ome from land sales and <br />repayment of principal and interest generated from the <br />Rehabilitation Loan Progr~un; $84,000 Emergency Grant Shelter <br />Program; and $828,000 HOME Program allocation. <br /> <br /> Among the recommended activities is the continuation of the <br />acquisition of vacant and abandoned properties from willing <br />sellers in specific designated areas of the City. This program <br />is highly successful and enables us to assemble properties at <br />minimal cost and to make these properties available for new <br />construction and/or rehabilitation. ~unding is also recommended <br />for the loan repayment to ~he Industrxal Development Authority <br />for the reha~ilitatmon or,he rorer Famous building which now <br />houses the Tidewater Commu/aity College Visual Arts Center. <br /> <br /> Funding is also proposed to assemble blighted properties in <br />the 1100 and 1200 Blocks of County Street between Phoebus and <br />Armstrong Streets to facilitate future homeownership development <br />%n.accordance with the Vis$on 2005 Plan and the Authority's <br />initiatives for the redeve~opmen~ of the Ida Barbour Public <br />Housing Development. This activmty will result in the <br />acquisition of 23 properties that generate less than $12,000 in <br />yearly real estate taxes and will allow us renewed opportunities <br />to assemble highly marketable properties in this area of the <br />City in support of the City's Vision 2005 Plan. This activity <br />will result in the relocation of approximately seventeen (17) <br />tenants, three (3) homeowners and four (4) businesses. <br /> <br /> There are several major new initiatives included in the <br />1996 proposed Community Development Action Plan. Among these are <br />funding for various activities which are consistent with the <br />City's Vision 2005 Plan. These include funds to assemble <br /> <br />properties in the Park Vie~ <br />facilitate an extended Har~ <br />residential homeowner~hip ¢ <br />result in the relocation ot <br />homeowners.
