November 14, 1995 95-496 - Letter er recommending adoption of an ordinance ~o appropriate $1,510,000 from the Capital Improvements Fund for improvements to 26 intersections on Effingham Street, George Washington Highway, and Victory Boulevards award of a construction contract, and a motion authorizing the Acting City Manager to si~n an agreement between the City of Portsmouth and the Virginia Department of Transportation. A. Motion authorizing the City Manager to sign an agreement with the Virginia Department of Transportation for reimbursement of the cost of the project. B. Ordinance to appropriate $1,510,000 from the Capital Improvements Fund for improvements to 26 intersections on Effingham Street, George Washington Highway, and Victory Boulevard. C. Motion to award the construction contract to North Landing Line Construction Company. "The City of Portsmouth has been successful in obtaining Federal funds for construction of a computerized traffic signalization system through the Congestion, Mitigation and Air Quality Improvement {CMAQ) Program which is administered by the Virginia Department of Transportation. This work includes new traffic control signalization at 26 intersections on Effingham Street, George Washington Highway, and Victory Boulevard (see Attachment No. 1). Bids were received on September 21, 1995 as shown on Attachment No. 2. The total anticipated project costs are calculated as follows: Construction Contract: North Landing Line Construction Company Design Cost (VDOT) Contingencies $1,418,000 $ 62,000 $ 30,000 TOTAL ANTICIPATED PROJECT COST $1,510,000 The contract price of $1,418~00 was negotiated with the low bidder, North Landing Line Construction Company, to maintain the project within the available budget. The Director of Public Works recommends authorization to enter into the attached agreement with the Virginia Department of Transportation for new traffic control signalization and reimbursement of $1,510,000 for the project costs; approval of an ordinance to appropriate $1,510,000 from the Capital Improvements Fund; and award of the construction contract to the low bidder, North Landing Line Construction Company. I concur with the Director of Public Works and, with your approval of this item, the balance in the Capital Improvements Fund will be $3,482,253." Motion by Mr. Clemons, and seconded by Mr. Robinett, to authorize the City Manager to sign an agreement with the Virginia Department of Transportation for reimbursement, and was adopted by the following vote: Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None
