28G November 14, t995 At a Regular Meeting of~the City Council held on Tuesday, Noven~ber 14, 1995, there were present: Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., James C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., ROnald W. Massie, Acting City Manager, G. Timothy Oksman, City Attorney. Vice Mayor Johnny M. Clemons, opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. Mayor Webb called the meeting to order and welcomed all in attendance. Motion of Mr. Pitts, and seconded by Mr. Martin, to approve the minutes of a Called Meeting on October 23, 1995; a Called Meeting on October 24, 1995; a Regular Meeting on October 24, 1995; and a Called Meeting on October 30, 1995; and was adopted by unanimous vote. 95-492 Proclamation presented to Don Campbell for "American Education Week." 95-493 Proclamation presented to Mary Holmes-Patillo for "Sigma Gamma Rho Founders Week." Motion by Mr. Martin, and seconded by Mr. Griffin, to suspend the rules of order to conslder~.§enda item 95-5097 and wa~ adopted by unag~mous vote. 95-509 - Items Submitted by Council Members Motion by Mr. Martin, and seconded by Mr. Robinett, to aDDoint Ronald W. Massie as City Manager effective as of ~%embe~ 15, 199-5, and th.a~_!~Cg~p~s£f~-a't -the saiary ~ ~n'd other b~n{its '~ote~ i~l~O~i~6e N~.-~1995]~2, a~d was adopted by unanimous vote. 95-489 (d) - Resolution granting the Help and Emergency Shelter request to modify conditions of a previously approved use permit to expand their playground area. (UP-94-02(M) (First Reading Vote 7-0) Motion by Mr. Pitts, and seconded by Mr. Robinett, adopt the following resolution, and was adopted by the following vote: to A RESOLUTION AMENDING A USE PERMIT FOR THE OPERATION OF A RESIDENTIAL CARE FACILITY FOR WOMEN AND CHILDREN BY HELP AND EMERGENCY RESPONSE (HER). WHEREAS, Help and Emergency Response (HER} has made application pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) to amend Use Permit UP-94-02 permitting the operation of a residential care facility for women and children in the City of Portsmouth, on property as hereinafter-described; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit with conditions.
