<br /> Minutes of red, lair meeting held October 27th, and adjourned regule~r meetLug,
<br />October 29th, were read and ~oproved.
<br /> Under a suspension of the rules, M~. pettus extended invitation of the Ameri-
<br />cs~u Legion to the Cotu~cil to take part in'the ~&:ad~ on Armistice D~y, November llth, and,
<br />on motion of Mr. 8tewe~vt, the invitationw~s accepted.
<br /> The following communications from the City Man~ger, were read:
<br /> 1st - ,I am inclosing here$ith bills from the 0hildren~ s~Home Society of Vir-
<br />ginia for $22.16 for board of Walter Williams from October 1st to November let, 1931, and
<br />from the Portsmouth Orph~n~g~ (Mrs. Elizabeth Skutt) for board of the three Kiser children
<br />for the monta of October, $~6.50.
<br /> Attached you will also-find a statement f~om Judge Cuth~iell in regard
<br />to these bills. I recommend that the amount of $68.66 be appropriated to cover the two
<br /> Motion of M~. M~yo that we concur in the Manager's recommendation and ths~ an
<br />appropriation of ~68,66 be ma~ for same, was adopted.
<br />
<br /> 2nd- "I will be prepared to present the 1932 budget on Monday (next) November
<br /> 16~h, should the 0ouncil desire to receive same by that date."
<br />
<br /> On motion, same was ordered filed.
<br />
<br /> 3rd - ~Iu regard to the communication from the Armistead Corporation as to
<br /> the purchase by the 0ity of the maine of that corporation, which matter.was re£erred to me,
<br /> will state that this has had my attention and I suggest that the matter be referred to the
<br /> budget hearing, ~as I have full information on the ma~ter and at that time will be in posi-
<br /> tion to make a definite recommendation."

<br /> On motion, communication was ordered filed.

<br /> 4th - ~As. per yo~.u~ instructions, I am attaching hereto bill. of W. D. Clark,
<br />in the amount of $230.?~ for furnishing gratis prescriptions and drugs fo~ rte month of
<br />October, and three bills from W. ~. Grogan f~r bttrial of poor, amounting to$22~50. .
<br /> i recommend that $253.2~ be ~ppropriated to cover these' bzlls, samd
<br />amount to be charged to Outdoor Relief."

<br /> 5th - "I am attaching hereto a bill from Sheriff R. E. Clover for meale fur-
<br />nishe~ o~ty prisoners at the 0ity Jail for the month of October, 1931, in the ~mount of
<br />$1,106.7~.
<br /> This bill has been properly checked and ~oproved by the Olty Auditor
<br />and I recommend that the appropriation of the above amount be made."
<br />
<br />On motion of Mr. Hutchins,the matter was laid on table until next meeting.
<br />
<br /> 6th - "As recreated, I have secured bids on vamious grades of fire hos~. The
<br />prices range from 63 cts. $'~ $1.30 per foot. It has been the policy for the past eight or
<br />ten years to purchase the best grade of hose. We have found t~is practice to be the most
<br />economical.
<br /> I hereby recommend that an ~opropriation of $1,950.00 be made to pur~
<br />chase approximately 1500 feet of hose."
<br />
<br /> On motion, the matter was referred~ to the 1932 ~udget.
<br />
<br /> yth - "~n 1930 we issued $900,000. note. payable l~31 interest payable at
<br />maturity. $6~5,000. has already become due and interest paid, to take up these notes, we
<br />paid $25,000. issued $100,000. note for one yea~ and the balance of $550,000. was issued
<br />to become due this year, interest on which will be $13,750. over and above interest provid-
<br />ed for these notes.
<br /> In making the budget, interest was provided on $900,000. @ ~ 1/2~ and
<br />we have paid 5% interest, makes the appropriation short $$,500.
<br /> $13,750. will be re.quired for additional interest used in the payment
<br />o~n $550~000. notes issued in the spring to. become due this year, rather than in 1932, and
<br />$$,500. will be required to take care of tae difference in rate of interest or between
<br />$ ~ and 5%, making a total to be needed of $18,250. for balance of year."
<br />
<br /> The above letter, laid on table at last meeting, was read~ and on motion of
<br />Mr. Hutchins, an appropriation of $18,250. was allowed, and by the following vote:
