<br /> meeti~ o% the Le~e Oormmittee, they ~dopted the following mesolution:

<br /> sibility of mbati~ the ~isanoe of pollu~i~ stre~s and eateries within the temritorial
<br /> authority of the State o% Virginia, in the hands of ~ oo~mission tO be appointed by the
<br /> governom. This co~nission, in oo-opermtion with the Btate D~mrtment of Health, is autho-
<br /> rized to compel, if neoess~y, any city in the s~mte to cease disposi~ of sew~e by d~
<br /> i~ in tidal wmtems, to ~hem provide ~ sew~e disposml ~t ~eme~ous cost, t~ will not
<br /> in any ~y pollute any of ~he tidal watems which border upon the termitor~ l~its of any
<br /> city in the State. The power o% compulsion rests with the State Health Oozmiss~ner, as
<br /> vided in p~ra~mph 4 of Bection 1783 d; The 8taze Health Oommissione~ furthem has the powem
<br /> to make such mediations and set such time, mfter d~y ~tifying the city, as to when the
<br /> disposal system will have to be instmlled.
