Februar~ 26, 2002 <br /> <br />02 - 59 - Adoption of a resolution authorizing the City Attorney to participate in the <br />combined regional Virginia Juvenile Community Crime Control Act (VJCCCA) plan <br />prepared by the Tidewater Regional Group Home Commission. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to participate in the combined <br />regional Virginia Juvenile Community Crime Control Act (VJCCCA) plan prepared by <br />the Tidewater Regional Group Home Commission. <br /> <br />Purpose and Need: <br /> <br />· The VJCCCA was enacted by the General Assembly to establish balanced, <br />community-based programs and services for juvenile offenders. <br /> <br />· Required changes to the Department of Juvenile Justice reporting formats will make <br />it more efficient for the Tidewater Regional Group Home Commission to file a combined <br />biennial plan on behalf of the City of Portsmouth and other participating localities in the <br />region. Under the current system, TRGHC develops and files individual service plans <br />for each of the eight participating localities served by the commission. <br /> <br />· The City has received this funding for four years to provide community based <br />services to serious violent juvenile offenders aged 10-14. Services include intensive <br />supervision, electronic monitoring and other services as necessary. <br /> <br />Financial Impact: There is no financial impact for this item. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO PARTICIPATE IN THE <br />COMBINED REGIONAL VIRGINIA JUVENILE COMMUNITY CRIME CONTROL ACT <br />PLAN. <br /> <br /> WHEREAS, the General Assembly enacted the Virginia Juvenile Community <br />Crime Control Act (VJCCCA) to establish balanced, community-based programs and <br />services for juvenile offenders; and <br /> <br /> WHEREAS, the VJCCCA replaced the block grant system in Portsmouth and <br />other localities that had previously established such community-based programs, and <br />redirected the funds from the programs to the individual localities; and <br /> <br /> WHEREAS, the City of Portsmouth is a founding member of the Tidewater <br />Regional Group Home Commission, a regional entity created by Chesapeake, Franklin, <br />Portsmouth, Suffolk, Virginia Beach, Isle of Wight and Southampton, and established for <br />the purpose of establishing and operating such services on the behalf of its member <br />localities; and <br /> <br /> WHEREAS, the Tidewater Regional Group Home Commission has been <br />designated by its member jurisdictions to develop the necessary plans, to act as the <br />fiscal agent, and to administer the programs funded under the VJCCCA; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth desires that this system of <br />services continue to operate uninterrupted by participating in the VJCCCA planning <br />process and directing that its portion of the VJCCCA funding be used to fund its portion <br />of the plan. <br /> <br /> THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the City Manager is authorized to participate in the combined regional <br />VJCCCA plan prepared by the Tidewater Regional Group Home Commission on behalf <br />of Chesapeake, Franklin, Portsmouth, Suffolk, Virginia Beach, Isle of Wight and <br />Southampton. <br /> <br /> <br />
