February 26, 2002 <br /> <br />· A council, that includes representatives from the Commonwealth's Attorney's Office, <br />H.E.R. (battered women's shelter), Police Department, Magistrate's Office, Maryview <br />Medical Center, Navy Family Advocacy Program, Children's Hospital of the Kings <br />Daughters, was established to develop a coordinated and cooperative approach in the <br />manner in which these victims were treated. This partnership has resulted in less <br />reluctance by victims to report incidents, more cooperation among agencies thus <br />resulting in cases getting to court faster and an increase in successful prosecution. <br />Increased successful prosecutions send a message to abusers and perpetrators that <br />neither the Court nor the community will tolerate domestic violence, sexual assault or <br />stalking of women. <br /> <br />Financial Impact: <br /> <br />· The Commonwealth's Attorney's office must provide a cash match of $23,776 and <br />an in-kind match valuing $8,895. These funds have already been provided for in this <br />year's operating budget. <br /> <br />· The Department of Criminal Justice Services has approved a VSTOP grant in the <br />amount of $49,275 in Federal funds with a local cash match of $23,776 and an in kind <br />match of $8,895 for a total award of $81,946. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $81,946 IN THE GRANTS FUND FOR THE <br />SUPPORT TRAINING EDUCATION PROGRAM (STEP) FOR VIOLENCE AGAINST <br />WOMEN." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Whitehurst, Holley <br />Nays: None <br /> <br />02 - 58 - Adoption of a resolution authorizing the City Attorney or his designee to <br />acquire by eminent domain proceedings, property located at 233 High Street necessary <br />for the enlargement of the Children's Museum of Virginia. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Attorney, or his designee, to acquire by <br />eminent domain proceedings, property located at 233 High Street necessary for the <br />enlargement of the Children's Museum of Virginia. <br /> <br />Purpose and Need: <br /> <br />· This acquisition is requested in order to enlarge the Children's Museum and to place <br />an entrance accessible to High Street. <br /> <br />Financial Impact: <br /> <br />· The acquisition of this property by condemnation will require that the City pay the <br />amount determined to be due as established by the Circuit Court of the City of <br />Portsmouth. <br /> <br />1.
