<br />olIow~no resolution:

<br />~AS, it has pleased Divine Providence to take from our midst Louise
<br />Watkins, who passed from this life on September 7th, 1932, and
<br /> ~HEIqEAS, Louise Watkins has been employed as a nurse in the service of
<br />~he city for the past twenty years, in connection with the control o~ tu-
<br />berculosis in the colored .race, and
<br /> ~REAS, her service has been one of self sacrificin~ devotion to duty com-
<br />mensurate with the highes~ ideals of her profession, therefore
<br /> BE IT RESOLVED, that the ~o~acil of the City of Portsmouth by the adoption
<br />of these resolutionS, does bear public testimony to her manifest devotion to
<br />these duties and to her ~2~ounding interes~ in the control of the ravages of
<br />tuberculosis in her own race and does further recognize the fruits o£ her
<br />efforts in the reduction of mortality f~om t~oerculosis in the colored race,
<br />therefore
<br /> BE IT FURTHER RESOLVED, that the Oo'~ucil of the City o~ Portsmouth, in regular
<br />session, T~esday, september 2Zth, 1~32, does adopt these resolutions and that a
<br />copy be furnished the famil~,~the press and further that these resolutions be
<br />entered on the minu~es o£ this meeting.

<br />The fol!owir~g oomnr~aications from the City Eanager were read:

<br /> 1st - ~The ~uestion of placing signs designating names of streets in West Park
<br />View, south of Leckie $$., was referred to me at the last meeting o£ the Council. Will
<br />state that I have referred this matter to Er. Weaver and feel that signs should be placed
<br />on all streets which do not at presenm bear sz~ns. This is almos~ necessary to properly
<br />guide many strangers as well as our own people in finding locations with which they are no~
<br />cuite familiar. I feel sure that the signs ca~ be placed some time in the near future~ as
<br />r~equested by the West park View Garden Club, at small cost. ~
<br />

<br /> 2nd - ~I respectfully call your attention ~o the following matters which were
<br />taken up by your body, at my suggestion, in September 1929. Borne of these improvements have
<br />been completed and some ars still pending. They were as follows:
<br />
<br /> ist- Advisability of central stable, garage and s~ore yard.
<br /> 2nd- Consolidation of. f~u~ £i~e compsaaies into one central fire station.
<br /> 3re- Aev~sabmlzty of e~ectrzfzo~o~ o~ water plant mn Suffolk

<br /> 5ih- Proposal for Shes bridge.~ ~ . .
<br /> ~h- City filling in marsh lane am~oznzng High School - advisability of our-
<br /> chasing lots.
<br /> The electrllication~ oi the water plant in Suffolk has been co~oleted and
<br />will insure matermal savings certainly to the amount which was estimated would be saved. We
<br />feel we have a more modern plant than before with sufficient auxiliary machinery.
<br /> The whiteway contract, I believe, has proven its worth. The distribu-
<br />tion of lights which have been made in both the downtown and up~own sections i~om the fe=ry
<br />to the ~elt Line Railroad and on Eiddle St. show a decided -improvement, at practically the
<br />same cost.
<br /> The Shea~bridge has been completed and ~has greatly facilitated the move-
<br />ment of traffic in tha~ section of our city and is certainly a great convenience for all of
<br />ou~ citizens. Quite a few houses have been completed and others are under construction at
<br />the present time in the.vicinity o~ the bridge. Since ~he completion of the bridge, the
<br />school facilities have been taken care of by a pretty large number of P~rk View children be-
<br />ing able to reach the Sixt~ Ave. school by way of the bridge.
<br /> In re~rd to filling of the marsh land adjoining the High School. You
<br />will note there has been a g~edual filling and our land is now several times greater than it
<br />was at that time. The City has worked with the school authorities in the use ef street dump-
<br />ings for fillings, gradings, ~tc. No lots have been purchased although people have been ap-
<br />proached for same, on account of conditions at the ti~e the approach was made, which have
<br />continued. There is a drainage problem which would cost suite a sum of money which has not
<br />been available. The enlargement of ~he project was set a~ide for the time being. However,
<br />~he playground and small athletic field serves a very good purpose cn accoumt of its enlarge-
<br />ment as outlined above.
<br /> There remains in this recomuendation, however, a very important matte~
<br />which would save considerable money. May I suggest that the Cou~oil give serious considera-
<br />~ic~ to this recommendation at such time ~s it may feel it would be advantageous. The oroject
<br />was doubtless not completed because land values and other somewhat depressing conditions have
<br />
