307 November 28, 1995 At a Regular Meeting of the City Council held on Tuesday, November 28, 1995, there were present: Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., James C. Hawks, James T. Martin, P. Ward Robinett, Jr., Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. Vice Mayor Johnny Clemons opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. Mayor Webb called the meeting to order and welcomed all in attendance. Motion of Mr. Hawks, and seconded by Mr. Martin, to approve the minutes of a Called Meeting on November 13, 1995; a Called Meeting on November 13, 1995; a Regular Meeting on Noveanber 13, 1995; a Called Meeting on November 14, 1995; a Regular Meeting on November 14, 1995; and a Called Meeting on November 20, and was adopted by unanimous vote. 95-520 - Non-Agenda Speakers 1. Louis Turner, 127 Oregon Avenue, spoke in opposition to the temporary closure of the Waterview causeway. 2. Reggie Allen, 1421 Wilcox Avenue, spoke in support of the co~m~unity policing. 3. Fred Revell, 511 Patrick Street, spoke in support of the temporary closure of the Waterview causeway. 4. Alma Hall, 418 Rockbridge Road, spoke in support of the temporary closure of the Waterview causeway. 5. Helen Person, 1314 Green Street, spoke on the lead level of residents of Washington Park. 6. Cecelia High, 1301 Green Street, spoke on permanent relocation of the residents of Washington Park. PUBLIC HEARINGS 95-521 Public hearing on the matter of a request to the Virginia General Assembly to amend the Charter of the City of Portsmouth to provide for direct election of the School Board, rather than appointment by the City Council, as is currently provided by the Charter. 1. Shirley Hines~ 1016 Blair Street, spoke on elected school boards by districts. 2. Gail Bishop, 219 York Drive, spoke on having an alternative plan available in the event the first submission is not approved. 3. Carlton Carrington, 3 Jamal Court, requested that Council listen to the request of the citizens. 95-522 Public hearing with respect to the proposed adopted by the City Council of a resolution to authorize the City to contract a debt and issue general obligations of the City in the form of General Obligation Public Improvement Bonds or, in anticipation of the issuance thereof, General Obligation Public Improvement Bond Anticipation Notes, in the principal amount of $52,325~000 to finance the costs of various public improvement projects of and for the City.
