307 <br /> November 28, 1995 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, <br />November 28, 1995, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard <br />D. Griffin, Sr., James C. Hawks, James T. Martin, P. Ward <br />Robinett, Jr., Ronald W. Massie, City Manager, G. Timothy <br />Oksman, City Attorney. <br /> <br /> Vice Mayor Johnny Clemons opened the meeting with prayer <br />which was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Hawks, and seconded by Mr. Martin, to approve <br />the minutes of a Called Meeting on November 13, 1995; a Called <br />Meeting on November 13, 1995; a Regular Meeting on Noveanber 13, <br />1995; a Called Meeting on November 14, 1995; a Regular Meeting <br />on November 14, 1995; and a Called Meeting on November 20, <br />and was adopted by unanimous vote. <br /> <br />95-520 - Non-Agenda Speakers <br /> <br />1. Louis Turner, 127 Oregon Avenue, spoke in opposition to the <br />temporary closure of the Waterview causeway. <br /> <br />2. Reggie Allen, 1421 Wilcox Avenue, spoke in support of the <br />co~m~unity policing. <br /> <br />3. Fred Revell, 511 Patrick Street, spoke in support of the <br />temporary closure of the Waterview causeway. <br /> <br />4. Alma Hall, 418 Rockbridge Road, spoke in support of the <br />temporary closure of the Waterview causeway. <br /> <br />5. Helen Person, 1314 Green Street, spoke on the lead level of <br />residents of Washington Park. <br /> <br />6. Cecelia High, 1301 Green Street, spoke on permanent <br />relocation of the residents of Washington Park. <br /> <br /> PUBLIC HEARINGS <br /> <br />95-521 Public hearing on the matter of a request to the <br />Virginia General Assembly to amend the Charter of the City of <br />Portsmouth to provide for direct election of the School Board, <br />rather than appointment by the City Council, as is currently <br />provided by the Charter. <br /> <br />1. Shirley Hines~ 1016 Blair Street, spoke on elected school <br />boards by districts. <br /> <br />2. Gail Bishop, 219 York Drive, spoke on having an alternative <br />plan available in the event the first submission is not <br />approved. <br /> <br />3. Carlton Carrington, 3 Jamal Court, requested that Council <br />listen to the request of the citizens. <br /> <br />95-522 Public hearing with respect to the proposed adopted by <br />the City Council of a resolution to authorize the City to <br />contract a debt and issue general obligations of the City in the <br />form of General Obligation Public Improvement Bonds or, in <br />anticipation of the issuance thereof, General Obligation Public <br />Improvement Bond Anticipation Notes, in the principal amount of <br />$52,325~000 to finance the costs of various public improvement <br />projects of and for the City. <br /> <br />There were no speakers. <br /> <br /> <br />
