Octnber ~th_ sq~. I find that the appropriations Lu some of the e-&o-accounts under the var- ious departments have already exceeded the appropriations for the sub-accounts in excess of $3,000. If the word 'item' mentioned in the above quotation ~om the budget refers to the sub-aocouz~ts trader the general deparlment accounts, zhe amount I have authority to transfer has already been exceeded more than $1,500. None o£ the departmenz appropz'~a~on~ have been exceeded, and it appears that the appropriations for the departments will be s-cCficient. I have bills on hand chargeable against some of the sub-accounts,, the appropriation of which has already been exceeded, which I c~n not approve due zo ins,~fioient appropriations in the sub-accounts to which the expense is o~aroeable. It appears to me that I sho,~d have authority to transfer amounzs ~om. one ~ o~ appropriation for tae de- s'~o-aeoount to anothe~ sub-account in a departmen~ so ~on~ as the ' ~' ' parZment is noZ exceeded.
