~ st

October ilth~ i9~2.

At a regular meeting of the Oity Oouucii held October llth, 1932 at 8:00 P.E.,
there were present:

Vernon A. Brooks, Leslie T. Fox, Arthur Mayo, S.B. Moore, J. Alden Oast
Archibald Ogg - 6. '
Also the 0ity Manager.

Minutes of regular meeting held SepT. 27th were read and approved.

The followin~ communications from the Oity Manager were read:

1st - 'In view of the fact that I went into office as 0ity Manager on October
1st, 1932, and will be responsible for the operation of the Oity from that date, I request
that I be authorized to have made by a certified public accountant an audit of all the ac-
counts and records of the city, as of that date,
I understand it has been customary in the past to have an audit made De-
cember 31st of each year of all the accounts and records. Mr. Barclay; City Attorney, ad-
vises me that if an audit is made as of October 1st, an additional audit would not be nec-
essary as of December 31st. I estimate the cost of such an audit will not exceed $500.~00.
There is an unexoended
~ appropriation in this year's budget of ~125.00 for audit; therefore
request an additional appropriation of $3~5,00 to cover cost of audit to be ~ade as of Oc-
tober lst.'
Motion of Mr. Nays that we concur in the ~ity Manager's- reoo~nendation and t~at
an appropriation of $3~5.00 be made for said audit, was adopted and by the following~ '-~ ~o~.e.' ·

Ayes - Brooks, Fox, ~yo, Moore, Oast, Ogg - 6.

Nays - None.

2~d - 'Imm attaching hereto b~ll from the Children's Home Society of Virginia,
dated Septemoer 15t~, 1932, for board of ~alter Williams ~om August let to Septsmber 1st
19~2,-amounting to $1~.~l. '
I recommend that this bill be paid bnt as our appropriation for Probation
has been exhausted, it will be necessary to make an additional appropriation if this bill
is paid.
I will oommmuicate with the Chi~dren~ s Home Society Lu the next few days
in regard to the present condition of Walter Williams, with a view of determining if a more
satisfactory disposition can not be made of this boy.~

Motion of Mr. Ogg that we concur in the recommendation and that an appropriation
of $1~.Z1 be made for same, was adopted.

3rd- 'Attached~herewith bill of Mrs. Elizabeth S~ut~' ~ dated Sept. 30th, 1932,
amoanting to $91.50, covering board for Edward, Mary and Dorothy Kiser for the months of
August and September, 1932~
I recommend payment of this bill, but as our budget appropriation for Pro-
bation is exhausted, a~u additional appropriation will be reGuired if this bill is paid.
Mrs. Skutt asked if it would nsf be possible for~her zo get some money for
school clothes for these children, advising that they have no clothes for school, and their
feet are on the ground. In phone conversation with Mrs. $kutt today, she advised that she
felt she could clothe the children through the winter for $15.00, stating that she used some
clothes which were given to the institution i~ addition to the clothes purchased. As the
city has been paying board-for these children for some months and Mrs. Skutt advises they
ars badly in need of clothes, I recommend allowing Mrs. S~tt $1~.OO for'clothes for the
children, which amc-mat is in addition to the bill for board.
I have discussed this with Judge Outhriell and Oity Attorney Barclay with
a view of making a more suitable disposition of these children a~. will advise later results
of my handling.,

Motion of Mr. Ogg that we concur in the City Manager's recommendation and that an
appropriation of $106.50 be made to pay s~me, was adopted, and by the'followLug vote:

Ayes: Brooks, Fox, Mayo, Moore, Oast, 0gg - 6.

Nays: None.

4th - , I attach.hereto letter from Mr. Norton L. Wallerstein, '~xeoutive Secretary
of the League of Virginia Municipalities, dated September 29th, 'inclosing regulations of the
Executive Committee- cf the Leao~de regardio~g tentative arrangements made with a well qualiffied
experienced organization to sec~mre a or~ '~ ~ ~
~mm~nary survey to ascertair_ whether.public .utility
ratss,~in Virginia seem to be fair and' equztaole.' ' ~ '
The League is asking for a contribution of $2.00 per one thousand inhabi-
ta~ats according to the 1930 census, with the understanding ef course that any amount collect-
Sd in excess of $500.'00 will be returned on a population basis.
In view of the importance of this question to~he puolzo,'~ ' I~-ecommend~ ~ that
we participate in this move.
