<br /> Minutes of regular meeting held SepT. 27th were read and approved.
<br />
<br /> The followin~ communications from the Oity Manager were read:
<br />
<br /> 1st - 'In view of the fact that I went into office as 0ity Manager on October
<br />1st, 1932, and will be responsible for the operation of the Oity from that date, I request
<br />that I be authorized to have made by a certified public accountant an audit of all the ac-
<br />counts and records of the city, as of that date,
<br /> I understand it has been customary in the past to have an audit made De-
<br />cember 31st of each year of all the accounts and records. Mr. Barclay; City Attorney, ad-
<br />vises me that if an audit is made as of October 1st, an additional audit would not be nec-
<br />essary as of December 31st. I estimate the cost of such an audit will not exceed $500.~00.
<br />There is an unexoended
<br /> ~ appropriation in this year's budget of ~125.00 for audit; therefore
<br />request an additional appropriation of $3~5,00 to cover cost of audit to be ~ade as of Oc-
<br />tober lst.'
<br /> Motion of Mr. Nays that we concur in the ~ity Manager's- reoo~nendation and t~at
<br />an appropriation of $3~5.00 be made for said audit, was adopted and by the following~ '-~ ~o~.e.' ·

<br /> I recommend that this bill be paid bnt as our appropriation for Probation
<br /> has been exhausted, it will be necessary to make an additional appropriation if this bill
<br /> is paid.
<br /> I will oommmuicate with the Chi~dren~ s Home Society Lu the next few days
<br /> in regard to the present condition of Walter Williams, with a view of determining if a more
<br /> satisfactory disposition can not be made of this boy.~
<br />
<br /> Motion of Mr. Ogg that we concur in the recommendation and that an appropriation
<br /> of $1~.Z1 be made for same, was adopted.
<br />
<br /> 3rd- 'Attached~herewith bill of Mrs. Elizabeth S~ut~' ~ dated Sept. 30th, 1932,
<br />amoanting to $91.50, covering board for Edward, Mary and Dorothy Kiser for the months of
<br />August and September, 1932~
<br /> I recommend payment of this bill, but as our budget appropriation for Pro-
<br />bation is exhausted, a~u additional appropriation will be reGuired if this bill is paid.
<br /> Mrs. Skutt asked if it would nsf be possible for~her zo get some money for
<br />school clothes for these children, advising that they have no clothes for school, and their
<br />feet are on the ground. In phone conversation with Mrs. $kutt today, she advised that she
<br />felt she could clothe the children through the winter for $15.00, stating that she used some
<br />clothes which were given to the institution i~ addition to the clothes purchased. As the
<br />city has been paying board-for these children for some months and Mrs. Skutt advises they
<br />ars badly in need of clothes, I recommend allowing Mrs. S~tt $1~.OO for'clothes for the
<br />children, which amc-mat is in addition to the bill for board.
<br /> I have discussed this with Judge Outhriell and Oity Attorney Barclay with
<br />a view of making a more suitable disposition of these children a~. will advise later results
<br />of my handling.,

<br /> Motion of Mr. Ogg that we concur in the City Manager's recommendation and that an
<br />appropriation of $106.50 be made to pay s~me, was adopted, and by the'followLug vote:

<br />ratss,~in Virginia seem to be fair and' equztaole.' ' ~ '
<br /> The League is asking for a contribution of $2.00 per one thousand inhabi-
<br />ta~ats according to the 1930 census, with the understanding ef course that any amount collect-
<br />Sd in excess of $500.'00 will be returned on a population basis.
<br /> In view of the importance of this question to~he puolzo,'~ ' I~-ecommend~ ~ that
<br />we participate in this move. If this is done, an appropriation of $90.00 wil± be required~
<br />as no funds are available in the budget for this purpose.~

<br />Motion of Mr. Mayo that action be deferred until later in the meeting, was

<br /> 5th - 'The 1932 budget reads in part, as follows:
<br /> "The Cit~ Manager is hereby authorized at any time during the year
<br />to transfer funds in the aggregate not to exceed $1,500. from cne item or
<br />department to another item or department.,
