To the Nembers of Portsmouth City Oouneil,

Gentlemen:- We wish to voice to you our deep concern and strongest objection to the wage
cuts about to be made cf city employees of this city.
I~ appears to us if this policy is continued by citys, states, and employers
of labor everywhere, business which is at one of its lowest ebbs in cur history, will soon
be at a standstill.
The purchasing power of employees has been reduced to such an amount already,
that their ability to bdy even necessities has been keenly felt by our merchants and our
taxpayers have in lots of cases been unable to pay the city its lawfull taxes, owing to low
wages, and inability to properly suooort their families and their government.
We trust you will realY~e that the average wage earner and salaried man spends
practically all he makes in the community in which he lives, and by curtailing his buying
power, o~r merchants and all business will necessarily suffer thereby.

To the Honorable O ity 0omneil,
Portsmouth, Virginia.

Honorable Sirs:

At our meeting last Friday night, I was instructed to write the Oity Oounoil
a letter of protest against the reduction of wages of city employees.
These employees were not making a living wage before their wages were reduced,
and there is no doubt that with the schedule of pay as ~ been set forth~by the recent
city budget, it will be impossible for them to meet their honest obligations, and in a short
time the city will desire to get rid of some of these men for not being able to pay theLv
debts.
We sincerely trust that there can be some way devised, wher~oy the wages of
these men can be held up to a living standard. No doubt, most of the city employees are
men with families dependent upon them, which naturally makes their plig~ worse.
Trusting thaf there will be some way in which you can re-adjust this scale of
wa~es and save these men the embarrassment which zs sure to come, I beg to remain,

Respectfully yours,

E.V. Smith, Secretary,
915 North Street,
Portsmouth, Va.'
