32.5' <br /> <br /> December 12, 1995 <br /> <br /> "The City ~nd~School staffs have recently completed very <br />favorable negotiations with the Environmental Protection Agency <br />over the former landfill located next to Lakeview Elementary <br />School. The EPA has agreed to the City of Portsmouth's <br />implementation of future actions with regard to this site. It <br />was agreed to by EPA that no present danger to the public exists <br />on this site. One of the long-term precautionary measures <br />recommended was the installation of a gravel vent trench between <br />the School and the landfill to eliminate the possibility of any <br />future migration of methane gas. <br /> <br /> On December 5, 1995, bids were received on the proposed <br />trenching work as shown on Attaclunent No. 1. The resulting <br />total cost is as follows: <br /> <br />Construction Contract (Rock-Ray Drilling, <br />SCS Engineers <br />Fill Material (Park and Ride Parking Lot) <br />Contract Administration <br /> <br />Inc.) <br /> <br />$15,300 <br />$12,000 <br />$25,000 <br />$ 1,500 <br /> <br />TOTAL ANTICIPATED COST <br /> <br />$53,800 <br /> <br /> The Director of Public Works recommends award of a contract <br />to the low bidder, Rock-Ray Drilling, Inc., and an appropriation <br />in the amount of $53,800. <br /> <br /> I concur with the Director of Public Works and, with your <br />approval of this item, the balance in the Capital Improvement <br />Fund will be $2,549,675." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Robinett, to <br />adopt the following ordinance, and was adopted by the following <br />vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $53,800 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR THE INSTALLATION OF A VENT TRENCH ON THE <br />NORTH SIDE OF LAKEVIEW ELEMENTARY SCHOOL." <br /> <br />Ayes: Ctemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />award a contract to Rock-Ray Drilling, Inc., for installation ol <br />a vent trench on the north side of Lakeview Elementary School, <br />and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-550.- Letter from the City Manager recommending adoption of <br />an ordinance to amend Section 32-21 of the City Code pertaining <br />to streets, sidewalks and local improvements. <br /> <br /> "The Development Codes Committee was established in July <br />1995 under the chairmanship of Councilman James T. Martin. One <br />of the Committee's missions is to recommend changes in the City <br />Code which will make Portsmouth more attractive to developers. <br />Some of the recommendations involve rescinding the requirement <br />of internal curbs and gutters around parking lots in <br />industrial/commercial areas, and giving the City Engineer the <br />discretion to waive the street improvement requirements of <br />curbs, gutters, and/or sidewalks in certain conditions. These <br />changes are addressed in the proposed amendment tc Section 32-2~ <br />of the City Code. <br /> <br /> I recommend approval of the attached ordinance in <br />accordance with the recommendation of the Development Codes <br />Committee." <br /> <br /> <br />
